NewsFrom March 17th to April 13th the Festival of MPEI foreign students was held. This is the annual action including sports days, an exhibition, a concert and a competition on Russian language. Sport program included football, basketball, volleyball, badminton, table tennis, different types of press. The football cup was won by the team of African countries, the basketball cup – the tram from China, the volleyball cup – the team for Myanmar (photo 77). The best player in football was recognized Olong`O Steve Rawlings Achando (Kenya), the best shooter Odum Rowani (Nigeria), best goalkeeper Kioko Gerald Mwake (Kenya), the best referee - Montana Rios Camilo Antonio (Colombia). In competition in table tennis among men all prizes were taken by Myanmar students, and the winner was Aung Kaung Khant. In competition in badminton the student-girls from Vietnam were winners. The first place was awarded by Do Thi Ngoc Mai. The personal winners are: in badminton among men – Nguyen The Manh (Vietnam); in press from the lying position in a number among women – Mal’ko Jelena (Latvia), among men – Ye Thway Naung (Myanmar); in press in the maximal weight among men – Aliu Oluwadamelari David (Nigeria); in tightening on horizontal bar – Nasir Uulu Kanat (Kirghizia); in chess – San Hlaing Oo (Myanmar). As in previous years the large interest was caused by the exhibition, on which students from Arabian countries (Egypt, Yemen, Jordan, Iraq, Lebanon, Palestina), from Vietnam, China, Myanmar, Nigeria, Tadjikistan presented the culture of their countries. Unfortunately, students from Iran, Mongolia and Kirghizia did not paticipate in the exhibition. The Cultural Advisor of the Embassy of Arab Republic of Egypt Osama El-Serwy and the Head og Yemen student League in Russia Noman Adel Salem (photo 78) visited the exhibition. In the display of Arabian countries we could see old silver adornments, bookmarks embroidered by gold hairs, belts, daggers, national clothes etc. Vietnam exhibition included figures from a wood and a stone, the bronze dragon (a symbol of King power), cups from palm, lacquered board with Vietnam places, painting on the cloth etc. Chinese students presented national clothes for men and women, painted fans, chopstickes, many souvenirs, calligraphy pictures. Students from Myanmar presented a nice exhibition. Drums, kettle-drums, fans, original umbrellas, nice pictures, etc. Nigeria students showed national clothes and conventionalized wooden figures. The exposition from Tadjikistan was as always nice: carpets, national clothes (for men and women), skull-cups from different regions, musical instruments, soft boots, painted teapots and pials. In MPEI Palace of Culture the concerts was held organized by foreign students. All participants appeared emotionally and brightly. Expressive Tambatamba Abel Simela and Gaime Amadeu De Gesus sang the Zambian-Jamaican song. Russian students and students from Myanmar showed Myanmarian dance symbolized the friendship of all Myanmar nations. Acia Grogorian sang a song in Armenian. Asis Medetov and Khaidarova Dilafruz showed poems about Kirghizia. Our guest Dado Hamidreza and Aliona Martyna shower the musical composition on Iranian national instruments. The symbol of peopled friendship was the song «We are one» (soloists Mohammed Amina Musa, Eyiba Chimeka Precious and Amadi Paul Ikechukwu from Nigeria) (photo 79). Sumit Chaturvedi from India showed some songs. International Festival was interesting not only to MPEI foreign students; there were many foreign guests, many Russian students and teachers. This Festival became traditional event. According to MPEI International Department plan on the student's exchange programs organization during the period from 31.03.2012 till 11.04.2012 the delegation of students from NRU "MPEI" visited Vietnamese Ho Chi Minh within the frames of the Agreement on cooperation with the International School – Vietnam National University on the student's delegations exchange program. The purpose of this trip was participation in an exhibition, carried-out by Vietnam International Education Consultants Association, acquaintance to history and culture of the country and acquaintance to the Vietnamese Universities. Besides our students MPEI Trade-union committee representatives took part in actions. MPEI Students visited Ho Chi Minh City University of Technology - HUTECH. Rector is professor Ho Dac Loc (MPEI graduate). It was possible to communicate with many Vietnamese students, thereby to practise knowledge of foreign languages and it is simple to get acquainted with their culture and student's life personally. During the trip students took part in work of the Vietnam International Education Consultants Association exhibition (photo 76) where students represented our university, distributed leaflets with information on MPEI, advised on accepting and training in our university. The trip allowed learning history and culture of Vietnam better, to get the current idea of this dynamically developing country, get acquainted with the unique nature. Visit of Vietnam took place in a framework of joint actions of International Department and Trade-union committee of students from MPEI on the organization of student's exchanges. The trip was very informative and left many pleasant emotions and impressions. According to the plans to activate the cooperation with prospective countries, from the 8th till 20th of March, 2012 MPEI delegation had a working visit to Vietnam. The delegation took part in events concerning students’ selection to study in MPEI, it also had negotiated on cooperation enlargement in educational and scientific fields between MPEI and Vietnamese Universities. During the visit MPEI delegation participated in educational Fair for Vietnamese schools’ graduates (about 20 000 participants), in meeting with the Ministry of Education and Specialist Training of Vietnam representatives (photo 75), with Rector of International School - Vietnamese National University and with Rector of Ho Chi Minh Technological University (MPEI graduate). MPEI delegation has visited Ho Chi Minh techno-park and it had been informed on techno-park functional principles. The delegation participated in Academic Competition on Mathematics among Russian Universities and it met Head of International Cooperation Department of Ministry of Education and Specialist Training of Vietnam. There had been selected 3 files for Ph.D.-students and about 15 files for bachelors and Masters, who would like to study in MPEI. Generally the delegation work contributed to establishment of closer contacts with Vietnamese Ministers, organizations and Universities representatives. MPEI Division of International Relations informs that in accordance with plans of MPEI cooperation with the Fund of Klaus Ridle some MPEI students have got scholarships. At 21st and 22nd of February 2006 professor of Klaus Ridle (Germany), the founder of the private fund for support of foreign students visited Moscow for beginning of cooperation between MPEI and University Friedrich-Alexander (Erlangen, Nurnberg). The main goal of this cooperation is support of talented gradate and Ph.D. students of both universities due to issuing scholarships for one or two terms. Scholarships are issued by the Fund of Klaus Ridle, which was founded from the private money on the basis on University of Friedrich-Alexander. At present, three MPEI students are studied in Germany with support from this fund, and three students with these scholarships are educated in MPEI. At 14th of February this year there was the Klaus Ridle Fund scholarship handling in the Moscow Office of SIEMENS company. The scholars of this year have got the possibility for 6-monts training in Germany in next school-year. At ceremonial handling the Head of MPEI Department Zhelbakov I.N. and the MPEI curator of international students programs Orlov K.A. are presented together with MPEI students who have got the fund scholarships (photo 74). On behalf of SIEMENS company the Vice-President Dr. Martin Gitsels and the Head of Corporative Technologies Department Baishev A.V. were present. Now scholarships are got: - Mamaikin Dmitry (Engineering Thermophysics Department, Supervisor Ivochkin Yu.P.) - Orepina Irina (Automated Control Systems for Thermal Processes Department, supervisor Smirnova N.I.) - Denisova Anastasia (Automated Control Systems for Thermal Processes Department, supervisor Volgin V.V.) MPEI International Division informs that, concerning the expanding cooperation with leading world universities, there has been a meeting with Professor Sanowar Khan from City University of London (photo 73) on January, 23rd, 2012. This visit has been organized with the help of the British Council. Russia is one of the priority countries in the international activity of mentioned University. The university gives special attention to establishment of contacts with National Research Universities of Russia. Programs of two diplomas have become a result of similar activity together with St. Petersburg State Technical University. City University of London intents to realize such programs with MPEI. The main complications at realization of similar programs are search of financing for training in Great Britain. As to PhD course programs, on which the university also has desire to cooperate with MPEI, Professor Khan has expressed confidence that there won’t be any problems here concerning finance. At realization of similar programs the London University is ready to cover all expenses. There is a huge interest to realize of joint scientific researches as well. This visit is the third one to MPEI during the last two years. As the results of this visit there is a confidence to sign the Memorandum on intentions between our universities. After that more concrete Cooperation agreement will be worked out. For the purpose to see City University of London more detailed, Professor Khan has expressed readiness to accept MPEI delegation this spring. MPEI International Division hopes for the further cooperation development between our universities. MPEI International Division informs that on the 16th of December, 2011 First secretary of Embassy of Republic Kazakhstan in Russian Federation Mr. Zh.R. Nurmakhambetov visited MPEI. At first Mr. Zh.R. Nurmakhambetov met Kazakh students and Ph.D.-students who study at MPEI, and after that there had been official negotiations. The following Russian representatives accepted the Kazakh visitor: the Vice-rector on International Relations V.N. Zamolodchikov, the Head of International Administration S.V. Shirinskii, the Head of Department of International Relations A.Y. Tarasov. The visitor was told about MPEI development directions, he has been given a short review of programs which MPEI realizes with Kazakh Universities. It was also underlined developments of cooperation with Kazakh colleagues in different forms, including University SCO. The visitor informed that the Kazakh party is interested in expansion of cooperation with MPEI to prepare graduate students and Ph.D. students and to improve professional skill of employees from the Kazakh companies and universities. It is told that the preparation of technical personnel for national economy of Kazakhstan will be concluded in a separate government program in the near future. The parties have expressed confidence of dynamical development in scientific and educational cooperation between the Kazakh organizations and Universities and MPEI. In accordance with a plan of cultural activity of MPEI foreign students, at December 13th in the students’ hostel the culinary competition of foreign meals was held. This competition is already traditional in MPEI. During the competition (photo 72) students support their teams and after competition all meals are eaten up by students. This year students from Azerbaijan, Vietnam, Iran, Kazakhstan, China, Kyrgyzstan, Myanmar, Nigeria and Tajikistan participated in the competition. Each team had got the right to buy food staffs for competition for the limited sum. Azerbaijan team presented Dolma: rice and beef, packaged into covered grape leaves. Vietnam team suggested Nem: rice noodle, mushrooms, green onion, spicery are covered in the rice round cake. Iran team offered Disi: potatoes, mutton on the bone, white haricot, tomatoes. Kazakhstan team prepared Lagman and Baursaki. China team suggested Cola-wings: Chicken wings fried in Coca-Cola with sugar, salt, onion and ginger. Kyrgyzstan team offered Oromo: pumpkin, greens, beef in the batter. Myanmar neam demonstrated Samusa: triangle patty with noodle, potatoes, cab-bage, onion, carrot with coriander, pepper, cardamon and nutmeg. Nigeria team prepared pepper soup and zgusi. Tajikistan team suggested Damlama: potatoes, onion, carrot, cabbage, zira, pea with beef. The place were approved as: 1 place - Tajikistan team. 2 place – Vietnam team. 3 place – Myanmar team. National cookery is formed during long time and reflects the peculiarities of the people traditions. This is a part of national culture. Therefore such a competition helps to peoples of different origin better understand each other. MPEI Division of International Relations informs that according to the working plan with the foreign students, the meeting of Inter Counsel with leaders of Division was hold. The leader of Inter Counsel Ali Zeid Salekh Salen and its members (photo 71) during the meeting discussed the problems of different character including organization of sport activity, of some living problems, of repair in the students hostel, of industrial practice for foreign students, of possibility to work during vacations, of official registration. MPEI International Division informs that according to NRU MPEI plans on development of scientific and educational communications with partner universities, on November, 10th, 2011 a delegation of the International School - Hanoi State University (MI-HGU) has visited MPEI. The delegation included: rector Nguyễn Trọng Do and the director of the Department of Cooperation and Communication Mai Nguyen Tuyet Hoa. The Russian representatives at this meeting were: the Vice-rector on international Relations Zamolodchikov V. N, the director of Institute of Technologies, Economy and Business Anikeev A.V., the head of Department of International Relations Tarasov A.E., the professor of Economics and Finance Department Tolikova E.E. (photo 70) The decision to establish the Vietnamese-Russian Institute at the Hanoi State University was taken in 2002 to realize joint programs with the Russian Universities for training of the Vietnamese citizens in Russian. After that, in 2003 the agreement between the Vietnamese-Russian Institute and MPEI about a joint educational program has been signed. Simultaneously the Institute began to develop programs in all directions (all languages) and has been renamed into the International Institute (the detailed information on institute is at a site: http://khoaquocte.vn). During this visit the plan of activity for 2012 within the frames of the agreement on cooperation was discussed. The parties have expressed confidence of the further dynamical cooperation development. MPEI International Division informs that according to NRU MPEI plans on the development of scientific and educational communications with European firms in November, 10-12th, 2011 a 50 Hertz Transmission GmbH (Germany) delegation has visited MPEI. The 50 Hertz Transmission GmbH Company is a new NRU MPEI partner. It is also one of the largest system operators of a power supply system in Germany, responsible for work, support, planning and development of an electric power transmission network across East Germany. One of the most actual problems facing the power company, is an integration of renewed energy sources into an existing power supply system (building of a wind power station with 3 GW capacity at the coast and at a shelf of Baltic sea is planned). In search of the decision for the given problem the company participates in research projects of Germany and EU and establishes contacts with universities of East Germany in wind generation area and electric power transmission. In 2010 the memorandum of cooperation between 50 Hertz Transmission GmbH and MPEI has been signed. On the 11th of November, 2011 the German delegation has been accepted in the International Division by MPEI Vice-rector Zamolodchikov V. N who has told visitors about new MPEI status – National Research University, and also about scientific, educational and international activity in MPEI. The German delegation has visited the Institute of Electrical Power Engineering, Electrical Power Systems Department and High Voltage Engineering and Electrical Physics Department. The delegation has been accepted also by MPEI Rector Serebriannikov S.V. In second half of the day (November, 11th) in the Assembly Hall the presentation of the 50 Hertz Transmission GmbH company has taken place. There were students and professors from MPEI (photo 69). MPEI Division of International Relations informs that during the 10-years anniversary of Shanghai Organization on Cooperation (ShOC) from 7 to 7 of November the IV Week on Education of the States-Members of ShOC is held in Moscow. Representatives in Education Ministries the States-Members of ShOS and the main universities on all five directions of this University: Power Engineering, Region-Studying, Ecology, IT technologies, Nano-technologies. NRU MPEI is the coordinator of the main universities in the direction Power Engineering. During IV Week of Education the ceremony of signing of the Charter of ShOC University, which is the key document determining the structure and functioning order of the ShOC University (photo 68). Till present, the ShOC University operation were executed within the limits of the pilot-project of the Ministry of Education and Science of Russian Federation providing the education financing in Russian universities the students from Kazakhstan, China, Kirghizia and Tadjikistan. Now nine students on the ShOC program are educated in NRU MPEI from Kazakhstan and Kirghizia. The education is arranged in the directions “Electrical Power Engineering and Electrical Engineering” and “Thermal Power Engineering and Heat Technologies”. On the 20th of October, 2011 in NRU MPEI a presentation of Technical university Ilmenau (Germany) diplomas has taken place. The NRU MPEI graduates have received foreign university diplomas according to the international standard that became possible thanks to the Russian-German program «Computer science, computer engineering and electrical engineering in German», realized in MPEI at «MPEI-TU Ilmenau German Engineering Department». This program is realized in NRU MPEI since 1998 together with TU Ilmenau (Germany) with active support of the DAAD (Academic Exchanges German Service), a firm Siemens and other organizations. From 2003 to 2010 already 46 MPEI graduates have received documents on the graduation from the German University. This year 10 students and graduates from NRU MPEI (different MPEI institutes) put on academic dresses (photo 67). Graduates who finished the program gain practical experience in the international companies, communication in mixed-language space because practically for all of them German language is the second foreign language. All these qualities expand considerably possibilities of graduates in the workplace market not only in Moscow, but also in Europe. This year at the diplomas presentation there were the representative of the Russian branch of AG Siemens firm who noted a high level of graduates preparation and interest in such cadre employees showed by leading world firms on developing and electro technical equipment service. During the program existence more than 630 NRU MPEI students of the most different specialties have taken part in it. Now there are 11 students who study in Germany. From September, 19 till September, 24th, 2011 in Kazan arrangements of "Week of Young Scientists”, which were organized within the frames of declared in 2011/2012 Russian-German Year of the Science, Formation and Innovations, have taken place. The organizers of Week have been the German Academic Exchange Service (DAAD) and German Research Foundation (DFG), representing the German House of Science and Innovation (DWIH), together with the Russian Union of Young Scientists. In the Russian-German Week of Young Scientist took part more than 50 Ph.D.- students, candidates, doctors of sciences and professors from Russia and Germany (photo 66). At Kazan (Volga Region) Federal University participants of the event have presented the projects and the scientific researches connected with an interdisciplinary theme "A Man and Energy", having mentioned both global aspects, and concrete directions of the Russian-German cooperation, in particular, questions on power consumption management, energy production efficiency increase technologies, energy efficiency, power supply, renewed energy sources, climatic changes influence and their political, economic and social consequences. The purpose was the exchange of experience, an establishment of professional contacts and cooperation expansion between young scientists of two countries. During the Russian-German Week of Young Scientists Moscow Power Engineering Institute had been represented by Ph.D.-students Akchurina Svetlana (Institute of Electrical Power Engineering, Electrical Power Systems Department) and Yanchenko Sergey (Institute of Electrical Engineering, Electric Supply of Industrial Enterprises Department). Svetlana is a winner of the Russian Federation President grant competition and she is going to carry out scientific researches in the future semester in Prague. Honor guests who took part in work of the Russian-German Week of Young Scientists were Ambassador of the Federal Republic of Germany to Russia Mr. Ulrich Brandenburg, Vice-Presidents of the DFG and DAAD Peter Funke and Max Huber, Minister of Education and Science of the Republic of Tatarstan Albert Gilmutdinov, Rector of Kazan Federal University Ilshat Gafurov and other representatives of the Russian and German scientific community. MPEI International Division and Students Trade-Union Committee inform that MPEI is interested in sending of our students to foreign scientific conferences and inform on summer scientific student's conference in Portugal. MPEI girl-student Porohnja Svetlana represented our University. Her work was called "Research of artificial illumination of biological efficiency" (Authors Porohnja S.V. and Tljavsina A.M.). Conference passed for the first time in Portugal, in a small city of Leiria. Two previous similar conferences had been passed in Budapest (Hungary). Portugal proved to be friendly and benevolent country with a large quantity of historical monuments and interesting natural objects. Besides work at conference it was possible to establish contacts to young scientists from the different countries. Participation in the conference of our student became possible thanks to organizational support of MPEI International Division and Students Trade-Union Committee. We hope, it becomes good tradition and next year young power engineering specialists from MPEI will present their works at similar prestigious conferences. According to plans for cooperation development of MPEI and the European universities, from September, 21 till September, 24th, 2011 the delegation of University of applied sciences of Konstanz has visited MPEI. The delegation included Kai Handel – the President of University, Gunter Voigt – the Vice-Rector on research activity, Alexander Kirjuchin – the research assistant, the coordinator of cooperation with MPEI. The University of Konstanz is the old MPEI partner. The delegation arrival is a symbol of 20-year-old anniversary of cooperation. The delegation from Konstanz has been accepted by MPEI Rector prof. Serebryannikov S.V. (photo 65) who has acquainted visitors with new MPEI status – National Research University, and also has told about scientific, educational and international activity. Visitors, in turn, have told about new tendencies in development of the university, about changes in structure and educational activity of university during the last years. The German delegation has visited: The parties have discussed directions of cooperation and have agreed: The German delegation has expressed satisfaction by the visit in MPEI. MPEI International Division hopes for an activization and a cooperation all-around development between our universities. MPEI Division of International Relations informs that according to the work plan on September, 14th, 2011 a delegation from Jinan University including Vice-president Liu Jiesheng, the deputy director of International Management Li Qiong, professor Wei Zhang, professor Huang Junkai, associated-professor Ting Li visited MPEI. At a meeting our University has been represented by Head of International Administration Sergey V. Shirinskiy and Head of Department of International Relations Alexander Y. Tarasov (photo 63). During a meeting cooperation possibilities between our universities have been discussed. The Chinese party has shown special interest in possibility of the organization of joint scientific researches in the field of radio electronics and optics. Also the Chinese university is interested in the organization of professors and students mobility programs. MPEI Division of International Relations hopes for the further development of cooperation with Jinan University - one of leading Chinese Universities. On September, 2nd, 2011 in MPEI the meeting of MPEI leaders with delegation of the Polish universities has taken place. The Polish delegation included representatives of University of Finance and Management in Bialystok Rector Joseph Shablovski and the adviser of the Rector on the International Cooperation Artem Volkov, and also the financial director of the Higher school of business and social studies in Otvosk Iolanta Helevska. At a meeting MPEI has been represented by Rector Serebrjannikov S.V., the Vice-Rector on International Relations Zhelbakov I.N., the director of Institute of Technologies, Economics and Business (ITEB) Anikeev A.V., Head of Department of International Relations Tarasov A.Y., the professor of MPEI Department «Economy and finances» Tolikova E.E. During a meeting there were many questions concerning the organization of the two diplomas programs between our universities, and also mutual training of students and professors from our universities, including MPEI professors of economic specialties in English in Poland and summer schools. By results of negotiations, University of Finance and Management in Bialystok and MPEI have signed the Agreement on cooperation (photo 62). The MPEI Division of International Relations hopes for the further development of communications with this Polish university. Within the frames of the short-term get-to-know student's groups’ exchanges program with partner universities of the world, from 1/8/2011 till 7/8/2011 MPEI students’ group has visited North-East Dianli University (NEDU), the People’s Republic of China. NEDU history begins in 1949 when the Changchun electrical engineering professional school has been based. On its base in 1958 there was a Northeast Electric Power Engineering Institute, which is now called NEDU. Main specialties are engineering. In NEDU there are 14235 students of a full-time course of study, including 1012 students who study the Doctor and the Master programs, 13223 Bachelor degrees-resident students. Now in NEDU there are 18 colleges and branches and 8 research institutes. There are also 32 main Bachelor programs in 5 directions – engineering art, science, management, the humanities, law. Among 1422 persons of the personnel there are 725 lecturers, including 122 professors, 356 associate professors. Cooperation with MPEI has begun in 1998 when the delegation from NEDU headed by the NEDU President has visited MPEI. The Agreement on cooperation between our universities has been signed the same year. This year, 12 MPEI students saw not only the sights in Jilin and Beijing, but also visited to NEDU (photo 61), had the excursion on Sunhu lake, visited the power station in Fengmian and the water-power engineering museum. Meetings with the Chinese students and professors have taken place. With a great interest our students visited lessons of Taijiquan (ancient martial art) and calligraphy. MPEI Division of International Relations and Trade-Union Committee of MPEI students plan the further development of the student's exchanges programs with various universities of the world. MPEI Division of International Relations informs that the realization of short-term visiting students exchanges’ program with partner universities of the world successfully continues. The students’ group from WEU has visited MPEI (TU) from July, 29th till August, 11th, 2011 within the frames of an intercultural exchange. WEU is a large university which has four faculties covering all spheres of economic education. At the moment 17000 students are trained in WEU. This year between our universities the Agreement on cooperation is signed. It is already the second Polish group, which has arrived within the frames of this exchange program. The first group has visited MPEI in August, 2010. Our students have already visited WEU twice, last time in this July (photo 60). The exchange with WEU is jointly realized by MPEI Division of International Relations and MPEI Division of Social Activity. The Polish students and professors have visited the Kremlin and Red Square, the Armory Museum, Diamond fund, the Tretyakov gallery, the Pushkin museum, the memorial estate "Kolomna", Suzdal, Sergiev Posad. The parties have agreed about expansion of contacts and optimization of student's exchanges terms. The group of the Russian students which will win in a competition on the best MPEI academic group will go to Wroclaw in the next summer with a return visit. The head of the Polish group Mdm Maria Nemchek on behalf of all students and professors has thanked us for warm reception in Moscow. From the 1st to the 5th of June, 2011 German delegation from University of Applied Sciences of Konstanz, has visited MPEI. It was the return visit of German students. In May the group of MPEI students has been accepted at our partner university. 20 years have passed since the cooperation between our Universities began. According to the plan, which German party confirmed in advance, the group has visited chairs of High Voltages and Engineering and Electrophysics and the Automated Electric Drive. Besides, there were meetings with MPEI students, and visits of historical and cultural places of Moscow. We hope that the cooperation between our universities will continue further. MPEI continues to realize the program of short-term visiting trips of student's groups in partner universities of the world. From the 3rd to the 13th of July, within the frame of an intercultural exchange, the group of MPEI students – winners of the Competition «Best educational group-2010» (photo 59), has visited Wroclaw economic university. WEU was founded in 1947 when the private college with one faculty of Commerce has been created. Today the University is a large one with four faculties covering all spheres of economic education. At the moment in WEU 17000 students are trained. This time our students have met WEU trade union activists and have exchanged the experience of the nonacademic work organization. The cultural program included visiting of historical places of the most beautiful Polish cities: Wroclaw and Krakow. The receiving party has shown to our children special features of the Polish culture and has tried to make stay of Russians as much as possible comfortable. A return visit of the Polish students and professors to Russia is planned for the end of this July. In June, 2011 in Bulgaria there has passed the 16th Conference of the mentioned Association „Scientific cooperation and the academic exchange between universities in a context of world economic and financial crisis” in which MPEI delegation has taken part. The association is founded in May, 1991 on the initiative and with direct assistance of MPEI. The main objectives of the Association are preservation and development of available communications between the higher technical educational institutions of Central and Eastern Europe countries, and also all-round assistance to the academic exchanges. According to a conference theme the information on a condition of the international cooperation in difficult conditions of an economic crisis arising thus problems and possible ways of their overcoming has been presented in reports of participants. Following the results of the conference, there has been signed a report where, in particular, it is underlined necessity of attraction for the Association of new active Universities from East and Central Europe countries. The following conference ÀÌÎ is planned for September, 2012 on the basis of Wroclaw Politechnical University (Poland). MPEI constantly expands a circle of Universities-partners with which students’ exchange programs, including short-term visiting trips of student's groups are carried out. Last year such exchanges have taken place with Universities of Germany, Czech Republic and Poland. Within the frame of such a program the students' group of MPEI Electric Power Engineering Institute has visited Technical university – Gabrovo in Bulgaria. Now TU in Gabrovo is one of the leading technical Universities in Bulgaria where 5400 students study. The rector of University - Dr. Deshka Markova (photo 58) has graduated from MPEI. Student's group from MPEI participated in a meeting with the rector, has visited a faculty of «Electrical engineering and electronics», laboratories of Departments «Principles of electrical engineering and electric power industry» and «Electrical supply and mechanical engineering». MPEI students have visited the operating solar-power installation which sells the electric power to the city. MPEI (TU) students' delegation has taken part in the international holiday spent at Technical University – Gabrovo. We hope for the activization of similar contacts with other our Universities-partners. MPEI Division of International Relations informs that at open competition on reception of the Russian Federation President Grants for training abroad MPEI has received four grants. Competition covers all expenses of the students and the Ph.D.- students on training, accommodation and road in the sum up to 20 thousand US dollars. Earlier MPEI participated in this competition twice, proposing only one successful student. This year MPEI has done active work on attraction to competition. As a result five possible participants (students and Ph.D.-students) from MPEI had been recommended. Friendly, long-term communications between MPEI and partner universities have made it possible to draw up highly motivated and competitive applications. It, certainly, has affected results - four of five applicants from MPEI have won. Altogether 40 grants for students and 60 grants for Ph.D.-students are allocated. Students from 58 Russian Universities have got the grants in all. Congratulate the winners from our University! We hope that next year MPEI students and Ph.D.-students will participate more actively in this competition. At 28th of May, 2011 in Paris (France) there were World-Wide Sport Competition among universities of Europe in which together with other 108 team participated the MPEI team, which consisted of 20 MPEI students and a coach (photo 56). The competition were hold in 3 stages: individual achievements (400m, 100m, 800m, jumps), a relay-race (4*100m, 10*200m), football (men and women), Marathon race (10 km), a final (for all stages). At the first stage our student was the first and our girl-student took the second place. At the relay-race our team showed the excellent results. The most interesting was in the evening, when the final competition between the best began. MPEI team has got three medals! Finally, MPEI team took fifth place, which is very good because 108 teams participated and our team took part in this competition for the first time. As a whole, this trip to France was very interesting and impressive. Companies CARREFOUR, GDF SUEZ and SCHNEIDER ELECTRIC were sponsors of these competitions. They covered all expenses from the air tickets to accommodation in the hotel, meals and cultural events. We are very much obliged to our sponsors for the possibility to come to France and to participate in this competition. From 28th of May to 1st of June 2011 the delegation of mentioned Polish University visited MPEI. There were three persons in this delegation: WP Rector Professor Tadeusz Więckowski; his spouse and Dr. Wlodzimierz Marek Baranski, coordinator of cooperation with European countries. Wroclaw Technological university (WTU) is one of the largest European university and a long-standing partner of MPEI. There are 32000 students, 4000 employees in WTU, 4 branches, 12 faculties. The Agreement on cooperation between MPEI and WTU was signed in 1993. WTU delegation was greeted by MPEI Rector in Division of International Relations (photo 55) and visited MPEI Institute of Electrical Power Engineering, Institute of Radio Engineering and Electronics, Institute of Thermal and Nuclear Engineering. Our Universities agree the following. 1. To begin the investigation of double diploma project. 2. To exchange regularly by the student groups (10 persons each year). 3. To organize the exchange programs for professors and teachers. 4. To arrange the students practical job. 5. To arrange the exchange the sport and cultural student groups. 6. To develop the cooperation of the libraries. MPEI Division of International Relations informs that in accordance with international exchange programs from April 30th to May 12th the group of MPEI students had visited Prague for acquaintance with Czech Technical University. The same students exchange programs allow to MPEI students to visit foreign countries, to get acquaintance with the history, culture but as well as to get information about foreign education and to compare it with Russian standards. Our universities have the Agreement on cooperation during some tens years ago. Acquaintance of our students with partner-university (photo 54) had begun from the huge students campus and university buildings. University was very impressed by its equipment. There are many computers for free usage. There is excellent library. All students have no books but use the private notebook computers. The Czech students are very calm and reasonable. Of course, being in Prague we cannot miss this excellent town. Totally, the trip to Czech Republic was very impressive and interesting. We hope that such exchange programs will be very popular among MPEI students. MPEI Division of International Relations informs that in accordance with our plans of collaboration with foreign alumni the annual meeting was held from May 23th to 29th. This year 12 alumni came to MPEI for this meeting from 9 countries: Algeria, Bangladesh, Bulgaria, Germany, Lebanon, Morocco, Poland, Serbia, Syria (photo 53). At May 24th the meeting of MPEI leaders was held. Vice-Rector on international relations Zhelbakov I.N., Dean for foreign students Manukhin V.V., Head of Department on International Cooperation Tarasov A.Y. made speeches. Our graduates had got information about the MPEI modern life, about problems in foreigners’ education, about the necessity of university research activity and about other problems. At 25th of May there was excursion on the historical center of Moscow with supervision of MPEI associate-professor Vinogradova G.Z. At 27th of May in Russian-Chinese science-park there was the round table about cooperation in the international education and science as well as in the field of qualification raising of foreigners in power engineering. Raddatz Margitta (Germany) graduated from MPEI Electrical Supply Department, made a report “Rational energy usage in communal structures”. At the end there was a mutual dinner. Our guests appreciated for the possibility to visit MPEI, told about their life. Foreign alumni confirmed the high-level of education in MPEI. MPEI Division of International Relations informs that in accordance with the plan of development of international cooperation with foreign universities at April, 25th 2011, in MPEI there was a meeting with the delegation of Institute of Automotive and Transport Engineering (ISAT), the branch of Burgundy University, city Nevers (Department Nevers). In the French delegation there were the Head of International Relation Department Mdm. Beatrice Lay and an interpreter, a teacher of Russian language Inna Podkopaeva-Lenuar (photo 52). Mentioned French Institute has launched the program of Russian language study and began to realize the educational program in English. During the meeting there were raised the questions of arranging the partial education programs, fulfillment of industrial practical and educational workshops, programs of mutual trainee courses for students and teachers of our universities. The guest had visited the Faculty of Design and Fashion of the MPEI Humanitarian-Applied Institute and the Department of Electrotechnical Complexes of Autonomous Objects of MPEI Institute of Electrical Engineering. The sides made the final decision on the basis of fulfilled negotiations that it is possible to sign the Agreement on Cooperation between Universities for realization od cooperation programs. MPEI Division of International Relations informs that in accordance with the plans of activity with our foreign graduates MPEI participated 5-13 April, 2011, in this meeting in Lebanon. In the frames of this meeting the International Conference “System of Qualification of Russian Graduates and the role of National Alumni Associations (photo 47). The Lebanon Association of Soviet Graduates and Club of Graduates in Lebanon with support of Russian Embassy in Lebanon, Russian Center of Science and Culture in Beirut, INCORVUZ-XXI are the organizers of all actions. The leaders of National Alumni Association are participated from many countries: Egypt, Jordan, Yemen, Irag, China, Columbia, Lebanon, Peru, Poland, Palestine, Syria, leader of Incorvuz, representatives of Russian, Ukranian, Kazakh universities, delegation from Russian Ministry of Education, Lebanon-Russian friendship et. Official opening was in the main concert hall of Beirut – UNESCO Palace. The representative of Lebanese President Michel Sleiman, Minister of Education of Lebanon Khasan Mnaime, Russian Embassador in Lebanon A.S. Zasypkin, Ukranian Embassador in Lebanon V.A. Work of International Conference was arranged in Russian Cultural Center. Participants discussed the system of qualification raising of foreign alumni in Russian and Ukranian universities. The possibilities of arranging the special seminars, lecture courses (photo 48). In results, the decision was made to ask the Organizing Committee to prepare the report collection and make a speech at future III World Forum of foreign alumni in autumn 2011. During this visit, MPEI delegation met with our graduates in warm and kind non-formal situation. Graduates told about the high quality education obtained in our university. They offered very interesting cultural program for participants. MPEI Division on International Relations informs that at the end of March the current meeting of the Bulgaria MPEI graduates was arranged. The tradition to organize the MPEI graduate meeting was arisen more than 10 years ago. At first the graduates of MPEI Department of Nuclear Power Plants working at NPP Kozlodui gathered. After that, the graduated of another MPEI Departments of Thermal Power Engineering and Energy Physics Faculties were participated and later the graduates of all MPEI Departments began to participate. Now, traditionally, these meeting are arranged at the last weekend of March on the bases of the NPP Kozlodui rest-house, which is situated highly in mountains. This year about 100 participants came different places of Bulgaria, For the first time the MPEI representatives were invited. Among them: Professor of NPP Dept. Proskuriakov K.N., Associate Professor Alkhutov M.S., Senior Researcher Lipanina A.A., Head od Department of Foreign Alumni Medvedeva G.Y. Th graduates arrange the kind reception for MPEI representatives. At first the visit to the North Part of Bulgaria was arranged with the acquaintance with Sofia, Mountain Vraca, the memorial complex in Shipka, showed the Plevna heroes, informed about the long war against the Osman yoke. After that we were invited to NPP Kozlodui where was the meeting with 30 MPEI graduates working on NPP. The excursion on NPP with visit to the machine hall, the control block was arranged. Four graduates had got the information about the modern life of our university, about Russian problems of engineering education, about the necessity to increase the position of university researches and other relevant problems. Visito To Bulgaria was finished by the meeting in the rest-house, where the MPEI graduates came with spouses, children and grand-children. Among the participants were (photo 43) the President of Cinema Union of Bulgaria Georgi K. Stoyanov (graduate of 1959), the member of European Parliament Vladimir Uruchev (gradiate of 1981), former minister of Energetic Rumen Ovcharov (graduated of 1979), Director on “Safety and Quality” Mitko Yankov (graduate of 1974). During the meeting (photo 44) we heard the words of thankful from Bulgarian graduates to MPEI teachers, the words of confirmation of the high level of education absorbed in MPEI. MPEI delegation passed the letter of congratulations from MPEI Rector to all graduates. The MPEI delegation had got the following letter: "Let me to express the deep thankful and hearty appreciation on behalf of all MPEI graduates working at NPP Kozlodui. More that 30 years Bulgarian students initiated the new branch in economics of Bulgaria – nuclear power engineering. Owing to serious scientific and practical training, excellent qualification, they issued the first NPP on the Balkans and to date they continue to defend the leading place of NPP Kozlodui in the European and World Nuclear Society. I am sure that in the 55-years history of Nuclear Power Plants Department in MPEI several generations of Bulgarian Power Engineering experts have their honored place. From all me heart I wish you the health and successful realizations of your new professional plans". The Polish delegation included Vice-Rector of research and international relations Dr. Kazimierz Meredyk and Rector Advisor Artem Volkov. MPEI is represented by Vice-Rector I. Zhelbakov, Director of Institute of Technologies, Economics, and Business A. Anikeev, Head of the International Cooperation Department Tarasov A.Y. Established in 1993, University of Finances and Management in Bialystok is one of the leading private universities in Poland, which actively cooperates with Russia. During the meeting (photo 46) the issues of double diploma programs were discussed. MPEI and Bialystok University have such experience. The problems of mutual training courses for students and teachers as the exchange programs are discussed. The Sides agreed the preparation an Agreement on cooperation on these programs. We hope about the development of cooperation with this Polish university. MPEI Division of International Relations informs that in accordance with our strategy of establishing new international links with the universities of foreign countries, at April 1st 2011, there was a meeting at MPEI with the representative of Charles University in Prague, a manager on strategy and development of the Institute of Economic Sciences Mr. Wadim Striekowski. MPEI is represented by Vice-Rector I. Zhelbakov, Dean for foreign students V. Manukhin, Director of Institute of Technologies, Economics, and Business A. Anikeev, Head of the International Cooperation Department Tarasov A.Y. Charles University in Prague is the main University of Czechia, the oldest educational institution if Middle and Eastern Europe. This University was included into Association of the Main European Universities together with Oxford, Sorbonne, Bologna, University of Geneve etc. Charles University was established by the emperor Charles IV in 1347. During the meeting (photo 45) the following issues were discussed: double diploma programs, organization of mutual trainee courses for students and teachers, including the teachers in economics in English medium, organization of lecturer exchange. The Sides agreed the preparation an Agreement on cooperation on these programs. Division of International relation hopes that cooperation will be successfully developed. MPEI Division of International Relations informs that in accordance with the plans of cooperation development with the leading companies of the foreign countries, at 25 of February, 2011 the meeting in MPEI was held with the delegation of Siemens. The delegation of Siemens was headed by Dr. Martin Gitsels, Vice-President of Siemens in Russia and the Head of Department “Corporative Technologies”. The leading specialist on marketing of this department Marina A. Shilkina and the leading specialist on personal management Larisa Sukhorukikh were included into delegation. MPEI was represented by Vice-Rector Zhelbakov I.N., the Head of International Administration Shirinskii S.V. and the Head of International Cooperation Department Tarasov A.Y. The various questions were discussed at this meeting. The Sides agreed the positive dynamics of cooperation development between MPEI and SIEMENS. The special attention was attracted to the presentation of the Foundation of professor Klaus Ridle, which is used for support of MPEI students education in German University of Friedrich-Alexander and the education of German students in MPEI. Siemens actively participates in this direction. The dates of presentations of Foundation were agreed. The next presentation will be at 14th of April, 2011. Moreover, the participation of MPEI in the Siemens program «Siemens Graduate Program (SGP)» was discussed, which aim is the replenishment of the personal reserve of company by the young talented (photo 42). This program inludes th fulfillment of three tasks during 8 month each, one of these tasks executes abroad. MPEI Division of International Relations cooperates with Siemens during many years and we are glad to note that this cooperation has the mutual interest. In accordance with the plan of MPEI cooperation with the university of Western Europe, at 9th of February, in the frame of Agreement on Cooperation, the Strategy Director on International Cooperation of Group of Mining High Schools (GEM) of France Pascal FORMIZEN. From MPEI in negotiations th following persons took part: Vice-Rectors Skibitsky N.V. and Zhelbakov I.N., Head of International Administration Shirinskii S.V., Head of International Cooperation Dept. Tarasov A.Y., referent of International Cooperation Dept. Belkina N.A. (photo 41). The organizational questions of the future cooperation were discussed at the meeting and thew following arrangements were achieved. 1. French Side id ready to send two French graduate students to MPEI on the partial education during 1-2 terms in 2011-12 school-year. Education is supposed in Russian language. Specialities – Thermodynamics and heat transfer. 2. MPEI is ready to send in one of the Mining High Schools 1-2 graduate students tp partial education for 3-6 months in 2011 spring or fall period. Education is supposed in French. The scholarships for MPEI students is supposed 500 Euro in sum to cover the expenses for meals, accommodation and internal transport. The education is free of charge. Specialties are arbitrary plus management. 3. In this March, the Mining High School presentation in MPEI. Presentation will be conducted by P. Formizen with participation of MPEI Division of International Cooperation and MPEI girl-student S. Shmalko who was already educated in the Mining High School in Ales. 4. It is supposed to fulfil the weekly exchange program for students from MPEI and Frence Mining High Schools for acquaintance with universities (excursioin to departments) and for a cultural program. 5-10 students from each side will participate. The inviting Side ensures the free accommodation. 5. There are discussed the idea of arrival P. Formizen to MPEI as an invited professor and sending the MPEI professors in the GEM for qualification increase. 6. During the conversation with Vice-Rector Skibitsky N.V. Professor P. Formizen showed the interest to organization the joint scientific lab in the limits of Russian project SKOLKOVO in the field of energy efficiency, the Sides agreed to exchange the suggestions and discuss them with universities and Ministries. MPEI Division on International Relations hopes that this cooperation will successfully develop. MPEI Division of International Relations informs that speed cubing championship «MPEI Open 2010» (speed doing the Rubik Cube) took place for the first time in MPEI. Russians and foreign citizens participated in it. The championship participants arrived from various Russian cities (80 persons), as well as from five foreign states (Germany, Kazakhstan, Netherlands, Belorussia and Ukraine). For the last two years such championships take place in Russia for the fourth time, but MPEI honored with this right for the first time. Students-speedcubers (it is how the people, occupying with doing the Rubik cube at speed) from the MPEI team stably show great results in all main aspects of the competition. Thus, a student from the Institute of Electrical Engineering, the champion of the first Russian Championship 2009, the first Russian representative in the World Championships, Anton Rostovikov, who rightfully can be called the founder of speed cubing in Russia, took the third place in doing classical Rubik cube 3*3*3, and also he took first places in all kinds of blind doing. A freshman from MPEI Anton Bedrichenko participated in the first Russian championships. Being a pupil, he has chosen MPEI, because of the formidable institute speed cubing team, and he took the third place in doing the Rubik cube 7*7*7. During the competition in MPEI there was established a European record in doing the Rubik cube 5*5*5. There was for the first time when the foreign participants took part in Russian competition, including such world – famous people as a record breaker in doing the Rubik cube (2008-2010) and the cube 2*2*2 Erik Akkersdijk from Netherlands; a delegate from the World Cube Association (WCA) from Germany Sebastien Auroux and a current Russian and European champion Sergey Ryabko, who noticed a high level of preparation of the Championship MPEI Open 2010. The Head of MPEI International Administration Shirinskii S.V. received guests of honor and told them about history and priority directions of MPEI activity and carried out an short revue excursion in the Institute. During their formal visit to Moscow the speedcubers and MPEI students could within some days took a walk around the center of our city, visit the Kremlin, the Armoury and musical theatre named after Stanislavsky K.S. and Nemirovich-Danchenko V.I. MPEI Division of International Relations informs that in accordance with the development plan of international cooperation with the foreign universities, the delegation of Iraqi Embassy in Moscow and Iraqi Anbar University had visited MPEI at the end of September 2010. Iraqi delegation was headed by the Embassy adviser on culture and education Mr. Tuimah Muttair Hussein and Anbar University Rector Professor Khall Ibrahim Al-Dulemi. This visit was held on the request of the Embassy of Iraq in Russian Federation. During this visit the negotiations were held with MPEI Vice-Rector on international relations professor Zhelbakov I.N. and Head of the MPEI Department on international cooperation Tarasov A.Y. (photo 39, photo 40). The Sides exchange the information about the universities and the possible directions of cooperation. The guests gave the brief information about Anbar University which is situated in Al-Ramadi town, in the largest Anbar province in the west of Iraq. More than 15.000 students are educated in this university, which involves more than 1500 teachers. Anbar University trains the students in the different directions: engineering, medical, juridical, agricultural, economics etc. There are 27 Master programs, 8 Ph.D. programs at Anbar University, which has 11 consulting centers. There are 474 persons trained at Master and Ph.D. programs. It was very pleasant to note that Anbar University Rector was trained in the former USSR and fluently speaks Russian. The main interest with cooperation is laid for Anbar University in qualification raising of Iraqi professors, teachers and scientific researchers, education on Anbar University graduate-students and Ph.D.-students in MPEI on the basis of our programs, the teachers’ exchange, mutual participation in scientific conferences. The guests were told about MPEI history, the modern academic programs, which may be interesting for Anbar University. As a result, the Sides agree to sign the Agreement on Cooperation. At 1st of October there was the second visit to MPEI, during which the Agreement was signed. During the discussions of further cooperation between MPEI and Iraqi universities the Sides agreed the more closed interconnection with the Iraqi Embassy with thee aim to inform other Iraqi universities about the possible cooperation with MPEI. At the end Iraqi delegation members expressed their thanks to MPEI for the interesting and fruitful discussions. MPEI Division of International Relations informs about the annual completing of the double-diploma program with Technical University of Ilmenau (TUI) held at October 22nd, 2010. This day at MPEI Scientific-Technological Center the ceremonial academic colloquium and handling of the German diplomas of TUI was held. MPEI graduates have got the foreign university’s Diplomas, which is possible due to the Russian-German program in the direction “Information Sciences, Computer Engineering and Electrical Engineering” in German language realizing at MPEI In the Training Center “German Engineering Faculty of MPEI-TUI”. This program was launched in MPEI from 1998 with TUI under active support of DAAD, Siemens Company, etc. MPEI Vice-Rector on academic activity Grechikhin V.A., Vice-Rector on international relations (leader of program) Zhelbakov I.N., and the Head of DAAD Moscow Division Gregor Berghorn greeted the colloquium participants. The Head of International Cooperation Department of TUI Mrs. Gudrun Mattis informed about the cooperation development with foreign universities in the frame of Bolognia Convention. Professor Hannes Tepfer, who actively participated in research in the field of general and theoretical Electrical Engineering, presented the TUI diplomas. From 2003 to 2009 36 former MPEI students already got the documents about German university’s graduation. This year the following 10 students and graduates of several MPEI Institutes have put on the graduate cloak: from Institute of Automatics and Computer Engineering Ekaterina BONDARENKO, Vera BYKOVA, Anastasia GORDEEVA, Irinf GUSHCHINA, Alexey MOSKALIOV; from Institute of Radio Engineering and Electronics Dmitriy ZELENSKIY, Vladimir ZHUKOV; from Institute of Power Machinery and Mechanics Alexey KOBZEV; from Institute of Electrical Engineering Alexander LOKTEV, Mikhail TYAPKIN. To get the diploma of TUI graduation, MPEI students must completely fulfil the MPEI academic program and in addition to completely fulfill the German program part (to pass through 20-weeks industrial practice in Germany, to successively pass through the complicated exam on the some courses of TUI curriculum, to prepare and defend the diploma project if German language). The program graduates absorb the experience of practical job in international companies, of communication in multi-lingual environment, since practically German language is the second foreign language for all graduates. All these features essentially widen the graduates’ opportunities on job market not only in Russia, but Europe as well. During the German delegation visit, the presentations of TUI and Russian-German Engineering Faculty were organized in MPEI at 21st and 22nd of October for the 1st-year students training on the specialties included into mutual program (photo 37). Students who wish to participate this program were offered in autumn 2011 or 2012 to pass through the interview and be registered into the program. At present the additional acceptation into this program for German language training finished and ten groups began to study German. One of the training form on this program are the lectures in German on the engineering courses, which are held by the German teachers in MPEI. All students may participate in the lectures and when success they will get the official certificates. More than 540 MPEI students took part in this program. At present 11 MPEI students are trained in Germany. This student group was headed by the teacher Stephan Fisher. The first Agreement on Cooperation between MPIE and Technische Hoch Schule of Ilmenau (the previous name) was signed at 1967. At present the cooperation with TUI is realized very actively. It is enough to mention that after 1998 the mutual academic program was launched between out universities under support of DAAD (German Agency for Academic Exchange) and Siemens Company. This program provides the joint education of Russian students on specialty Information Sciences, which exists at both universities. This academic program includes the speaking on German language, fulfillment of both university program and issuing for the graduates two diplomas. At present near 100 Russian students participate at this academic program from second to fifth school years. 36 Russian students who fulfilled completely the educational programs of both universities had got two diplomas during the existence of this program. The German Engineering Faculty was established at MPEI in 2007 under support of DAAD. The education on specialties Machatronics and Technical Physics was launched at this Faculty together with the specialty Information Sciences. Traditions of students groups exchange were born still from Soviet times. At the new stage of our cooperation it is decided to revive them. This German student delegation was accepted at MPEI Division of International Relations (photo 33), visited some MPEI departments including MPEI Museum, Institute of Technologies, Ecology and Business, the Department of Computers, Systems and Networks etc. Russian Language Department conducted the familiarization lesson of Russian language. German students and teachers participate in cultural program, visited Moscow sights: the Red Square and the Kremlin (photo 34), Tratiakov’s Gallery and other museums. The guests were very satisfied by the visit. The organization of similar exchange programs with different universities of various countries of the world is one of the main tasks of MPEI Division of International Relations. MPEI Division of International Relations informs that in accordance with the total plans of fruitful cooperation establishment with organizations and companies of China, at October 10th, 2010 the delegation of Haian district (China) consisting of 9 persons was accepted at MPEI (photo 35). The said delegation was headed by Mrs. Shan Xiaoming, the Chief of Government of Haian district, city Nantong, province Jiangsu. The delegation was accompanied by the First Secretary of Chinese Embassy in Russia Mr. Zhang Xiaodong, responsible for science and technology. From MPEI side the Chief of Division of the International Relation Shirinskii S.V., The Chief of International Cooperation Department Tarasov A.Y. and Head of Electromechanics Department Gecha V.Ya. participated in this meeting. The acquaintance with MPEI achievements in area of transformers and electrical motors and the search of fruitful cooperation forms in this area was the main purpose of this visit. It should be noted that Haian district is situated 150 kilometers from Shanghai city, its population is 1,000.000 peoples, more than 2,000 enterprises producing the various products including the power engineering equipment are acting in the district. The delegation head Mrs. Shan Xiaoming pointed out that the Chinese side believes in the fruitful cooperation with MPEI. After finishing the official meeting, the delegation visited the Electric Dynamic Model of MPEI Institute of Electrical Power Engineering (photo 36). The delegation was very interested by the usage of this Electric Dynamic Model for the solving the specific energy problems of this Chinese district. The first secretary of the Chinese Embassy Mr. Zhang Xiaodong responsible for science and technology noted that he knows MPEI rather well because during a year and a half he actively worked together with Russian-Chinese Science Park “Friendship” and he is ready to provide the all-round help in strengthening the interaction of MPEI with Chinese organizations. The both sides agreed that this meeting is the beginning of more specific cooperation in future. MPEI Division on International Relations informs that in accordance with the plan of development of international cooperation programs as well as the international exchange programs the MPEI student delegation had visited our partner university in Harbin (Peoples’ Republic of China). The International Students’ Festival organized by the Harbin Polytechnic Instutute (HPI) was hold at Harbin from July 28th to August 6th this year. For participation in this Festival the students from different world partner-universities were invited including Cambridge University (UK), MPEI (Russia), Dublin Institute of Technology (Ireland), Newcastle University (Australia), Sankt-Peterburg Technical University (Russia) etc. In MPEI delegation the following students were included: PhD-student Boris Oleksiuk, and students Mikhail Starichenko and Kirill Vorontsov. After arrival to China our delegation was met by HPI volunteers and was transferred to comfortable students hostel. These girl-volunteers accompanied MPEI delegation in all actions. Our students as well as all other guests had got the special electronic cards with 200 Peoples’ Yuan for the meals at students’ cafe and for the students’ shops. Each day has the well-organized actions, the lectures, the excursions. The official Festival opening held in the assembly hall of the HPI Museum, where the Vice-Rector of HPI informed the participants about the Festival program. Our student Boris Oleksiuk appeared on behalf of all foreign students with the respond speech. The excursion on HPI Museum held that day. It was very pleasant to see the photo portraits of MPEI’ professors P.S. Zhdanov, A.A. Glasuniov, V.A. Labuntsov, S.A. Lebedev worked in Harbin. During the program the students were shown the various sides on Chinese life. The excursions to Harbin Turbine Plant, Pharmaceutical Factory, Industrial Region of Binksi etc. were very interesting. Harbin Vice-Mayor organized the party in the Government Building of Harbin (photo 32). The guests visited the historical center of Harbin, which was created by Russian people, the Sun Island Park, the Orthodox Church of Saint Sophia, the Chinese and Buddhist Church, the Space Museum. One evening all foreign students were invited to Chinese families. All students evaluated the complexities of Chinese language as well as to try their forces in calligraphy and decorative excision in paper. The students came to the China North where they had a possibility to meet the sunrise at the ship deck in the river, which separates China and Russia as well as to see the huge rise plantations. At the farewell dinner MPEI students presented to the girl-volunteers the flowers. Each country at this party presented their culture. On behalf of Russian delegation our student Mikhail Starichenko sang a song in Russian and English. As a whole, MPEI delegation managed to present themselves as the interesting and active students and to reserve the positive impression. Moreover, our students informed all foreign participants about the history of Harbin city, the contribution of old Russia and USSR into the development of this huge city as well as China as a whole. MPEI students’ delegation thanks Irina K. Gabeeva – the referent of the International Cooperation Department – for her help and support for this trip arrangement. MPEI Division of International Relations is going to further activate the exchange programs for MPEI students and their acquaintance with foreign partner-universities and their countries. MPEI Division of International Relations informs that at September 23rd, 2010 the Hungarian delegation arrived in Moscow on the basis of the invitation of the State Corporation ROSATOM to participate at celebration of 65th anniversary of the Russian Nuclear Industry has visited MPEI. The Hungarian delegation was headed by the first Nuclear Power Plant PAKSH, MPEI graduate of 1958, Mr. Benjamin SZABO (photo 31). The Head of International Cooperation Department A.Y. Tarasov, the Head of Work with Alumni Department G.Y. Medvedeva, the Director of MPEI Electrical Power Engineering Institute (EPEI) O.N. Kuznetsov participated on MPEI behalf in this meeting. The delegation visited of MPEI IPEI at which Mr. Benjamin SZABO had trained. During the meeting the Head of delegation Mr. Benjamin SZABO noticed the high role of the MPEI graduates for the first Hungarian Nuclear Power Plant. At present, more that 20 qualified MPEI graduates from Hungary successfully work at NPP. Totally, beginning from 1957, more that 300 high-qualified experts from Hungary were trained at MPEI. Hungarian delegation raised the suggestion to arrange in the future the meeting of MPEI Hungarian graduates in Hungary with participation of MPEI representatives. MPEI Division of International Relations will think about this suggestion. MPEI Division of International Relations informs that in accordance with the plan of multi-pronged co-operation development between MPEI and the promising foreign universities, at September 10th, 2010 the delegation from North-West Polytechnic University (NWPU), Xian, China, was accepted in MPEI. From MPEI side the Vice-Rector on International Relations I.N. Zhelbakov, Head of International Cooperation Department A.E. Tarasov and Head of Control and Informatics Department V.M. Besedin participated in the negotiations (photo 30). During this meeting, the sides exchanged the information about universities’ activity and the further intensification of co-operation between MPEI and NWPU. The issues on the exchange programs for the students groups, the promising programs of partial education and the double-diploma programs were discussed. The Head of Chinese delegation Vice-Rector Mdm. Weng Zhiqian pointed out the increasing of our co-operation activity in the different directions. The Sides confirmed the wish to further strengthen the research and academic links. MPEI Division of International Relations informs that in accordance with the plan of international exchange programs development, the large delegation of 16 students and teachers from Wroclaw Economic University had visited MPEI from 6th to 20th of August 2010. Wroclaw Economic University is the new active partner of MPEI, and this Polish group arrived in accordance with an exchange program. This delegation was accepted for discussions at International Relations Division of MPEI and also visited the Thermal Co-Generation Plant of MPEI (photo 29). During the cultural program, the Polish delegation was shown the sights of Moscow, the Kremlin, the Exhibition Center, the Tretiakov’s Gallery and other museums. The two-day trip to Suzdal was included. The guests were pleased with this visit. The Sides agreed about the signing the Agreement on Cooperation and increasing the students exchange programs. For the visit of Russian students to Wroclaw in this November, the best Russian students group will be selected,which will be a winner to annual competition. MPEI Division of International Relations considers such exchange programs as very interesting for MPEI, for our students and teachers and they will provide the development of academic mobility. MPEI Division on International Relations informs that in accordance with the plan of development the international educational programs for MPEI Russian students, at 24th of May this year, MPEI had met the Finnish delegation of FORTUM Company and the Technical University of Laapenraanta. The following persons were included in the Finnish delegation: The Chief of the Technological Office of FORTUM Company Mrs. Petra Lunstrom and Professor of the Technical University of Laapenraanta (LUT) Jarmo Paatanen. During this visit, the meeting with MPEI Vice-Rector on research activity professor Nikita V. Skibitsky and the Head of MPEI Commercial Promotion Dept. Julia I. Prudnikova took place (photo 25). The guests were acquainted to the technological equipment, educational and scientific resources of MPEI. The main goal of this visit relates the discussion of co-operation development between MPEI and FORTUM Company. Simultaneously, there was the views’ exchange concerning the fulfillment of MPEI-LUT Agreement on the students’ double-diploma program. The guests visited the MPEI Campus, MPEI co-generative power plant, the Institute of Electrical Power Engineering, the Institute of Thermal and Nuclear Power Engineering, Department of Steam and Gas Turbines (photo 26) and Department of Chemistry and Electric-Chemical Power Engineering. MPEI Division on International Relations informs that in accordance with the plan of students’ delegation exchange with foreign partner-universities and in the frame of the Cooperation Agreements, from May 1st to May 9th the group of seven students and two representatives of MPEI Students’ Campus visited the Czech Technical University (CTU) in Prague. Similar actions having the aim to get acquaintance with foreign partner-universities, with sights, culture and traditions of foreign countries becomes traditional for MPEI students and are arranged on the exchange basis. As in the previous visit, the MPEI students had got the very warm welcome. From the Czech side this program is supervised by CTU Head of the Department of International Cooperation, our old colleague and friend Jan Pozar. It is pleasant to note that the MPEI students trained in the CTU as a students of partial education program (for example, Mikhail Kosinskiy) actively helped in our group reception as well as the CTU students passed through the practical job in MPEI earlier. During acquaintance with the Czech Technical University (photo 21), our students visited the university campus including lecture halls, premises foe independent studies, and CTU students’ hostel. They visited Students’ Club playing the role of the students’ trade union, visited the students presentation trained in CTU from three countries – Greece, Italy and Slovakia. MPEI delegation visited such sights of Prague as Old Square (photo 22), the St. Vitt cathedral, Carlov Bridge, Troitsk Palace, Prague Zoo, Sight Tower. Students visited also Carlovy Vary, Vyshegrad etc. The acquaintance with partner-universities and with the sight of Prague keeps the deep impression for the MPEI students. MPEI Division of International informs that such exchange programs have got the best reactions of the students and teachers due to very warm welcome of colleagues. MPEI Division of International Relations informs that in accordance with the plan of cooperation With Poland universities, the delegation from Wroclaw Technical University visited MPEI from 11th to 15th of April, 2010. The Vice-Rector of WrTU responsible for the work with students, Dr. Zbigniew Jan Sroka and Professor, Honored Doctor Maciej Pawel Chorowski, the Dean of Mechanical-Energetic Faculty were included in Poland delegation. The Cooperation Agreement between WrTU and MPEI was signed at 1993. From that period, due to the real processes in policy and economics of both countries, the cooperation between our universities was continued with the different intensity level, but never interrupted. We changed the delegations, students groups, participating in the international conferences, deliver lectures in partner-university, to perform the mutual research and pedagogical activity. At April 12th, 2010, Polish delegation was met with the leaders of MPEI Division of International Relations (photo 17)). At this meeting the following MPEI members took part: Vice-Rector I.N. Zhelbakov; Vice-Rector V.A. Grechikhin; Head of the Department of International Cooperation (DIC) A.Y. Tarasov; DIC referent N.A. Belkina. The guests were informed with MPEI structure, with MPEI academic and research activity, discussed the problems of widening the cooperation between universities. At that day, the guests were met with MPEI Deputy Vice-Rector on work with the students A.M. Fedotov, Deputy Head of students’ campus A.Yu. Shepilov, the Head of students trade union organization S.V. Zemnukhov. The Sides discussed the problems of work with the students, agreed about the regular exchange of students groups for visits to laboratories, participation in sport and cultural activity etc. At that day, in the mourning day on the airline-crash with Poland people, the delegation with MPEI Vice-Rector visited the Embassy of Poland in Moscow and placed the flowers to the memory of Poland President L. Kachinski and other members of Polish delegation, flied to Katyn. At April 13th, 2010 the WrTU delegation met the Director of MPEI Institute of Thermal and Nuvlear Power Engineering Professor A.T. Komov and visited the following MPEI departments: - Nuclear Power Plants Dept., - Low Temperature Dept., - General Physics and Nuclear Fusion Dept., - Engineering Physics Dept. The Sides showed the mutual interest in cooperation development, agreed the information exchange, discussed the possibility of graduate and Ph.D.-students exchange as well as the professors’ exchange for delivering lectures in agreed directions. MPEI Division of International Relations hopes on cooperation stirring up and on the development of students’ exchange in the future. MPEI Division of International Relations informs that in accordance with the plan of cooperation development with Chinese Universities, at April 28th the delegation of North-China Electrical Power Engineering University had visited MPEI. The following persons were included into this delegation: University President professor LIU Jizhen; the Dean of Electromechanical Faculty professor XU Hong’ Deputy Dean of Physics-Mathematics Faculty, professor CHEN Lei, who graduated from MPEI. The Cooperation Agreement between our universities was signed at 1991. At present, the cooperation between universities has passed to the new level. Our universities were nominated by our governments as the Universities-Coordinators of all universities of Shanghai Organization on Cooperation (SOC) from their countries on the direction “Energetic” inside the international program of establishing the International University of SOC. The Chinese delegation had the conversation with MPEI Rector Professor S.V. Serebriannikov. During this conversation the new prospective cooperation directions were discussed which relate to awarding to MPEI the new governmental status – National Innovation University. After meeting with MPEI Rector, the Chinese delegation visited the MPEI Institute of Electrical Power Engineering (photo 18). The guests were shown the laboratories and educational classes and were met with professors of this Institute. During the negotiations with the Head of the Electrical Power System Department professor V.N. Tulskiy, the Sides discussed the problems of training courses for Chinese specialists, the qualification raising, as well as the problems of partial education of the both university students. MPEI Division on International Relations informs that in accordance with the plan of cooperation with Vietnamese organizations at 13 to 23 of March 2010, the edu-cational exhibition was held in Vietnam for the schoolboys and girls of 11th-12th school years. On the basis of invitation of the International Institute of Hanoi State University, MPEI participated in this event together with some Russian universities. The exhibition was held in Hanoi, Thai Nguen, Hau Fong, Nge An, and other towns of Vietnam. The Ministry of Personnel and Education of Vietnam and the Hanoi Department of Educa-tion were responsible for this exhibition. Among the organizers from Russian delegation, there are International Institute of Hanoi State University (II HSU); The Consortium “Moscow Universities in Mongolia”; Moscow Power Engineering Institute (Technical University); Southern Federal Univer-sity; Center of International Academic-Research-Technological Cooperation “Inter-Nauka”; Novosibirsk State Medical University; South-Russia Center of Academic Mo-bility; Moscow State Construction University; Russian Center of Science and Culture in Hanoi. For the first time Russian universities were enabled to participate into Educa-tional Exhibition “Day of Career-2010” together with the Higher Educational Institu-tions of Vietnam. This exhibition is the largest educational event held in Vietnam (photo 16) in which more than 15.000 schoolboys and girls participated only in Hanoi. One of the main tasks of this exhibition is to inform the school-teenagers, the students and all interested persons with universities of Vietnam and with the opportunity to ab-sorb education abroad. The educational institutions of Vietnam were allowed for participation in this ex-hibition and therefore Russian universities were attached to the exhibition frame of the II HSU. The presence of Russian representatives caused the authentic interest in Hanoi as well as in the other towns from the school-teenagers and their parents. During this trip, the Russian university representatives were given the unique possibility of direct communication with a large number of the Vietnamese school-teenagers. In the limits of this exhibition, the reference book was prepared and manufactured in Vietnamese language called “Russian Education”. In this reference there is the in-formation about university-participants, the Russian Center of Science and Culture in Hanoi, the joint preliminary programs of MPEI and II TSU. This reference editions are 10.000 copies that there is the largest advertisement action of Russian universities in Vietnam. MPEI Division of International Relations hopes that the interest of the Vietnam-ese youth to education in Russia and in particular, will grow and we shall accept new students from Vietnam in the future. MPEI Division on International Relations informs that in accordance with the working plan in social-pedagogical activity among the foreign students, at February 8th the regular meeting of members of the MPEI Council of foreign students (photo 14) with the Vice-Rector on international relations Zhelbakov I.N. was held. There were the following persons at this meeting with the Vice-Rector: V.V. Manukhin, the Dean of foreign students, A.Yu. Shepilov, Deputy Director of LEFORTOVO Students Campus, the assistant of Vice-Rector on social-pedagogical activity L.I. Lyashenko (photo 15). The Council of Foreign Students prepared in advance 14 questions to Vice-Rector, which bother our foreign students, and pass them to Vice-Rector. At this meeting all these questions were discussed as well as the questions not included in this list, for example, the problem of getting the certificates on the equivalence of the educational documents which should be presented at acceptation to MPEI University. This (not very simple problem) is agreed to discuss at the mutual students meeting who will be graduated this year in order to explain them the several peculiarities of the diploma formation procedure. As an example, we shall mention below some of the questions discussed at the meeting: MPEI Division on International Relations hopes that the interconnection between it, the Campus Leaders and the Students Council will always be well-wishing and fruitful. MPEI Division of International Relations informs that in accordance with the Agreement between MPEI and Klaus Ridle Foundation some MPEI students have got this foundation scholarships. At February 21st and 22nd of 2006, Professor Klaus Ridle (Germany), the founder of the private foundation for support of the international students, visited Moscow for establishing the co-operation between MPEI and Friedrich-Alexander University (Erlangen-Nurnberg). The main aim of this co-operation is the support of the talented Master and Ph.D. students of both universities by presenting scholarships for one-two semesters. The scholarships are distinguished by the Ridle foundation, which is created on the basis of the private money in Friedrich-Alexander University. Each year five scholarships are nominated. At present, two MPEI students are trained in Germany, and three students received these scholarships, are trained in MPEI. At 12th of this January in Moscow Representative Office of Siemens Company the scholarship’s handing was held. At this handing, MPEI Vice-Rector
on international relations was present with three students who have got these scholarships (photo 13): Division of International Relations congratulates the winner and their supervisors. MPEI Division of International Relations informs that the cooperation on the Double-Diploma program of education on Master program with Laapenranta University of Technology (LUT, Finland) for the Russian students actively goes. At December 10, 2009 the regular annual presentation of this joint program was held in MPEI. During one hour, the representative of LUT madam Julia Vauterin informed the MPEI students about the program, LUT and this Finnish town, after the presentation she answered on students’ questions. The double-diploma program for the Russian Master students develops on the basis of several Master programs (the mutual programs should be agreed by the Sides). The first academic year of this Master program the students are trained in MPEI. By January the selection process begins on the education in Finland. Selection is fulfilled on the basis of high educational level, motivation, fluent English. The second academic year the selected students spent in Finland where during first semester they visit the lectures on the program subjects, and pass the practice during the second semester on the firms, which finance the program, and to fulfill the final master project (photo 12). In May the students defense the final Master Project on the basis of Finnish regulations, and after returning to Moscow issue the Master Thesis based on the Russian regulations and defense it in MPEI. Russian students from different Institutes of our university may participate in this program. At present ten MPEI students are trained in LUT. At January 4, 2010 the application acceptation on the participation in the 2010/2011 program will be opened (on-line registration). The registration will last in January since at February 12, 2010 professors from LUT will come to MPEI for the interview with the candidates registered. All information is available from Liudmila K. NAGIBINA (phone 362-7551) MPEI Division of International Relations informs that in accordance with the plan of arrangement of intergovernmental Agreement about the establishment in Tajikistan of MPEI Branch, at September 15, 2009 the Minister of Education of Tajikistan A.A. Rakhmonov visited MPEI for acquaintance and negotiations. Vice-rectors of MPEI Skibitsky N.V., Rosliakov P.V., Zhelbakov I.N., Deputy Vice-Rector Shirinskii S.V. and Head of International Department Sleptsov M.A. participated in the negotiations with the Minister (photo 9). The Tajikistan Side was represented by the Minister Rakhmonov A.A. and the Head of the Protocol Department of Tajikistan Embassy Abu Samad. The problems of establishment and functioning of MPEI Branch in Dushanbe are discussed. The Tajikistan Side played a role of the initiator of MPEI Branch in connection of critical situation in the energy experts in Tajikistan. In accordance with the decision of Russian President D.A. Medvedev, besides MPEI, the similar Branches are created by Lomonosov Moscow State University and Technological University MISIS. During the negotiations with the Minister, the problems of territorial arrangement of MPEI Branch, the determination of specialties list and recruiting plan on the preliminary course and on the first academic year of the Bachelor courses were discussed together with the providing of the academic process in MPEI Branch. À.À. Rakhmonov (photo 10) invited the MPEI delegation to visit Dushanbe to continue the discussions concerning the MPEI Branch. MPEI Division on International Relations informs that at 2009-2010 academic year totally 960 foreigners are trained at Bachelor, Master and Ph.D. courses from the following 60 countries: Europe Asia Africa America The MPEI Division on International Relation informs that at November 25th, 2009, the MPEI students of Electrical Transport specialty met the Minister of Transport of the U.S.A. Mr. Ray LaHood. This Minister participated in Worldwide Conference on Transport Safety held ij Moscow under the U.N aegis. The Minister politely consented to this meeting which was held in the Winter Garden of U.S. Embassy in Moscow. After short introduction, the Minister answered student’s questions. The themes of decreasing of a road traumatism, the struggle with city-street blocking, a development of public transport systems as an alternative to the private cars were discussed. Mr. Ray LaHood had to explain to the students, why in the U.S.A. the electrical transport is developed rather weak, which (as he recognized) has the great advantages in energy efficiency and in ecological characteristics. The themes of electric cars and the transport with hybrid engines were touched. In conclusion, MPEI students presented to the Minister of Transport of the U.S.A. some souvenirs from MPEI. Information from International Division The MPEI International Division informs that at September 17th, 2002, the ceremonial academic colloquium was held at the premises of MPEI Scientific Innovation Center at which the diplomas of Ilmenau Technical University (ITU, Germany) were given to the MPEI graduates. These students were trained on the basis on the mutual academic program and were fairly awarded the German diplomas on direction “Informatics, Computer Engineering and Electrical Engineering” in German language which was launched in MPEI in 1998 together with ITU. The special Training Center “German Engineering Department MPEI-ITU” at support from DAAD, Siemens and other organizations of Germany. These colloquium participants were greeted by MPEI Rector S.V. Serebriannikov, Vice-Rector, Leader of the program I.N. Zhelbakov, and Head of Moscow DAAD branch Gregor Berghorn. The Chief of ITU International Department Gudrun Matthies informed about the co-operation development, especially in the frames of Bolognia’s convention. The German diplomas were delivered to MPEI graduates by Professor Rene Theska who actively participated in nanotechnology researches. During 2003 through 2009 thirty MPEI graduates had got German ITU diplomas. The following graduates were awarded this year: Gavrilina Anastasia, Dmitrienko Maria, Ignatov Alexander, Koroliov Constantine, Paveliev Sergey, and Titov Pavel. To get the German diploma on ITU graduation, the MPEI students should completely fulfil the MPEI academic program and besides, to fulfill the German program part, to pass through 20-week’s practical work in Germany, to pass the complicated exam on several disciplines in ITU, to write in German, and to successfully defend the diploma project. This program graduates obtain the experience of practical job in the international companies, the communication in the multi-language medium, since for all graduates the German language is the second foreign language. All this features greatly widen the graduate’s possibilities on the job market in Moscow as well as in Europe. The presentations of ITU as well as “The German Engineering Department MPEI-ITU” have been held at MPEI at September 15th and 18th for the students trained at MPEI in the appropriate specialties. The students were offered to take part in this program in autumn 2009 and 2010. At present, the additional student’s acceptation was finished, and 10 academic groups began the studying of German language. One of the program’s forms is delivering lectures in German medium by German teachers in Moscow. All students can participate in these classes, and if successful, to get the appropriate certificates. During all periods more than 480 MPEI students participated in the program. 10 MPEI students are in Germany now for training. APPROACH TO OBTAIN THE VOLUMETRIC HOLOGRAMS ON THE BASIS ON THE DENISIUK SCHEME Division of International Relations and Conference’s Organizing Committee congratulate the winners and their scientific supervisors. Information from International Division MPEI Division of International Relation informs that in accordance with the activity plan the annual meeting of foreign alumni was held this May in Moscow. From May 25th to May 31st the annual meeting of foreign alumni gathered 19 persons from ten different countries: Bangladesh, Bulgaria, Bolivia, Germany, China, Mali, Mongolia, Pakistan, Poland, Syria. At May 26th the excursion to the MPEI departments for alumni was held, which were equipped in the frame of the educational innovation program. The alumni visited the following departments: Automated Control Systems for Thermal Processes, Electrical Power Plants, Steam and Gas Turbines. At May 27th the excursion on historical places of Moscow was organized. At May 28th the meeting with the Rectorate members was held. MPEI Rector professor S. Serebriannikov, Vice-Rector professor A. Popov, deputy Vice-Rector professor V. Ryzhenkov, Vice-Rector professor I. Zhelbakov made a speeches for foreign alumni. Then the alimni visited the MPEI museum when they had got the information about MPEI history, about the scientists and professors, which created MPEI and worked in it. There was held the ceremonial dinner when the alumni passed thanks for the possibility to visit Moscow, informed about themselves, remembered about the students life. The alumni told about very high level of education received at MPEI and thanked for the deep knowledge, which helped them to find the individual way in their life. At May 30th the foreign alumni participated in the Alumni Day. Information from International Division Development of integration processes in the frames of Shanghai Co-operation Organization (SCO), the search of new forms of co-operation between the countries-participants gave the new impulse to co-operation development in the field of education and science in multilateral format. The States SCO participants in their policy come from the understanding that the consistent raising of effective collaboration between the national educational systems will demand the permanent studying and experience exchange, and activity coordination on full spectrum of directions of educational and scientific partnership. As a result, the idea of establishing SCO University has found the wide support, which represent the network of universities of SCO countries. The creation of SCO University must promote the mutual experts’ training on different direction, including energetic, ecology, nano-technologies, IT, which should be acts in their countries into the mutual economic space of SCO countries. Taking this into consideration, the Ministry of Education and Science of Russian Federation declared the competition for nominating the Basing Russian Universities on each direction of SCO University. There were assumed to choose three Basing Universities on each direction, which will participate, as main universities, in the program. As a result, our university was chosen (together with two others) in the field of energetic. This year we should fulfill the coordinated job with SCO foreign Basing Universities to agree the educational programs and many other financial, juridical, organizational and educational aspects. The First SCO Forum of Rectors was held this May in Moscow. Information from International Division The Division of international relations informs that in accordance with plan of development of MPEI international co-operation there was the meeting at
June 3rd, 2009 with this Iranian University. The following persons participated in discussions from Iranian side: Vice-Rector MPEI on international relations Zhelbakov I.N., Dr.Sci., and Chief of International Department of MPEI Sleptsov M.A., Ph.D. had represented our university. The Sides presented both universities. The agreement was shown about the signing of Memorandum of Understanding for future stages of co-operation development in the educational area (exchange programs for teachers, students and Ph.D. students). The University of Guilan is situated on the north of Iran (Resht city), not far from Caspian Sea. The university was included into Association of Caspian Universities. The Engineering Department of the University of Guilan has some specialties coinciding with our ones. This delegation came to Russia for participation in the International Forum of Universities Rectors for discussion of future Shanghai Cooperation Organization’s University. Sides demonstrated the mutual wish on the development of the relations after signing the Memorandum. Information from International Division MPEI Division of International Relations informs that in accordance with the total plan of social-cultural events for the foreign students during March 22th to April 22th the Festival for foreign students was hold in MPEI. This Festival is being organized each year. In the frames of this Festival there usually are the sport competitions, exhibitions and a concert. The Festival allows to Russian students to look from another point onto their foreign colleagues from different countries, to ensure that all peoples are talented, and helps the international breeding of MPEI students. The exhibition organized by the foreign students always attracts the great attention of MPEI students. The concert is very bright and exiting event. This year the sport competition on chess (10 participants), table tennis (20 participants), badminton (8 participants), football (six teams), basketball (4 teams) were included in the sport program. Many fans are traditionally at table tennis and football competitions. The winners are: The exhibition was held brightly and merry. The students from 14 foreign countries participated (Armenia, Vietnam, Egypt, Jordan, Iraq, Yemen, Kirgizstan, China, Lebanon, Morocco, Mongolia, Nigeria, Sudan, Syria, Tadzhikistan, as well as the students from Russia. National exhibits were got in general from the foreign Embassies in Moscow. Students from Armenia, Dagestan, Kyrgizstan, Lebanon, China, Nigeria, Tagzhikistan were dressed in the national clothes. The foreign students distributed the nice booklets on their countries, together with nice photo pictures. Students from Kyrgizian showed the beautiful art-book about the national hero named Manas. Very many hand-made exhibits are presented: miniature models on yurta (Mongolian small house), articles from leather, pottery and wattled crockery, embroided belts, head-dresses, metal dished, daggers, ritual masks (Nigeria), carpets, figurines from bronze, wood, coconuts, national music instruments, calligraphy brushes (China), various souvenirs and adornments. Chinese students offered the excellent green tea, Armenian students – national bread and cheese. The participants enjoyed the Armenian, Caucasian, Nigerian and Tadzhic national dances. The Evening party in MPEI House of Culture was the International Festival Apotheosis. The central hall was full. At first the best foreign students were awarded for excellent successes and student activity, the rewarding of winners of sport competitions and winners of Russian Language Competition. After that a great concert was hold. All concert participants acted with complete delivery, devoting all energy to participants in the hall. It was so very emotional and exciting event that in spite of late time (the concert was finished at 22-30) the students did not want to come to the hostel. It is very good the cultures of different peoples are so diversity. The MPEI students and their friends from another Moscow universities took part in the Festival. All item were met with great applause. The different styles (rap, students guitar songs, national dances, the song from Arabian world/ Kyrgizia, Nigeria, Tadgikistan) together with Tadzhik marriage and the dance of mask (China) were given. We can see the songs from Vietnam, India, Iran, China, Mongolia, Myanmar, Russia. The interesting musical of MPEI Theater of Tolerance led to friendship of different peoples. MPEI International Relation Division thanks the MPEI Foreign Students Council and all staff helped to the Festival. Information from International Division International Relation Division of MPEI informs that in accordance with the plan of MPEI international relation development at April 8th, 2009 the visit of the Chilean University in Santiago was hold in MPEI. Ramon Blasco Sanchez – the Dean of the Engineering Department, Hector Kaschel – former Dean, Alexandro Yanez Betancourt - Director, Chilean-Russian Chamber of Commerce and Dr. Valeri Bubnovich, the University Advisor on international relations were included into Chilean delegation. Vice-Rector Zhelbakov I.N., the Director of Electrical Engineering Institute Gruzkov S.A. and Deputy Head of International Relations Department Gabeeva I.K. participated in the meeting on behalf of MPEI. This visit is a second visit of this university delegation in MPEI. MPEI representatives informed Chilean delegation with MPEI activity and its structural subdivisions. In Chilean University of Santiago 20.000 students are educated. It was founded in 1847 on the basis of Technical school. This is a state national university, before the well-know putsch it had the branches in other towns/ These branches afterwards were transformed into separate universities. This University has now seven departments, Engineering Department being the largest and consists on nine Chairs. It relates to Chilean industry. In accordance to Chilean legislation, each Department should pass through the state accreditation. The education in this University is organized on the basis of payment. Financing from the state budget is equal 18%, from industry – 20%, the other sum – from students. As a result, the Cooperation Agreement was signed, the mutual wish to collaborate in the different spheres is agreed. Director of MPEI Electrical Engineering Institute of MPEI Dr. Gruzkov S.A. is nominated as a responsible person for this Agreement. Information from International Division The MPEI Division of International Relations informs that in accordance with the plan of MPEI international cooperation there was a meeting of MPEI Rector S.V. Serebriannikov with the Rector of Havana Polytechnical Institute Gustavo Cobreiro Suarez. Besides Rectors there were Moscow representative of Education Ministry of Cuba Republic Delfin Sarasa Migueli, MPEI Vice-Rector I.N. Zhelbakov and the MPEI International Relation Department M.A. Sleptsov participated in this meeting. Earlier (at 1970-s – 1980-s) this Institute of Cuba was the official partner-university of MPEI but then the cooperation was interrupted. Therefore, it was a great pleasure to meet Cubian colleagues after that long period. Both guests had finished the education at Moscow University of Rail-Way Transport and speak Russian fluently. After information exchange concerning up-to-date situations at universities Rector G. Cobreiro invited the MPEI Rector to participate at the Renewable Energy Sources Conference. This offer was accepted with pleasure and we hope that we shall prepare and sign the new cooperation agreement. We were informed that this autumn the Conference of Rectors of Russian and Cubian Universities will hold in Havana and MPEI rector expressed his desire to participate in this meeting. The representatives of Cuba acknowledged MPEI for big help for preparation of engineers for Cuba. "These experienced experts allow Cuba to overcome the difficult transition". We hope that this meeting is a good beginning for new start of fruitful long relations with Cuba in the field of education and science. Information from International Division The Division of International Relations of MPEI informs that beginning from 1995 the pilot-program of foreign students studying in English medium was launched for specialty "Information Science and Computer Engineering". The professor team has been selected (35 experienced Professors and Associate-Professors) for delivering lectures, practical, seminar and workshop classes. Till the present moment, more that 100 person from 16 countries successfully graduated from Bachelor level and 10 students finished education at Master level. Beginning from this year, the special Preliminary Course during one semester was launched for the future Bachelor students of this program. The classes will hold in English medium with the aim to prepare applicants to education at Bachelor course and to eliminate those students who will not be able to study at technical university. There are classes of mathematics, physics (some issues of usual school program), informatics (introductory course) as well as Russian language are included in educational program. The Russia language classes have a purpose to give the students the possibility to communicate in Russian in the streets, at polyclinic, at hostel etc. The first classes of this Preliminary Course had begun some days ago and there are nine students from Nigeria in this group (one girl among them). We hope that if the classes will be successful, at next September these students will be accepted at Bachelor Course in English medium for Information Sciences and Computer Engineering direction. The main goals of this Preliminary Course relate to the following. 1) Our experience shows that frequently the foreign students accepted at Bachelor Course for our English Program do not know well enough the material of usual school program. Moreover, the school programs in different countries differ and often do not correspond to Russian level. The Preliminary course refreshes these students for the most difficult issues of school program on mathematics, physics, informatics. 2) The learning methods familiar to the Russian students are the new ones for many foreigners and this preliminary course gives them the possibility to communicate with Russian teachers at lectures and other practical classes. 3) Some foreign citizen have got a necessary educational certificate in the native land at the end of summer and cannot get the entry visa to Russia. Then they should miss one full year and then will forget many school problems or they are late at classes. Both these cases negatively influence on the studying and complicate seriously the teacher labor. The preliminary course is oriented on spring semester (beginning from March) and gives the possibility to gather calmly all necessary documents including visa to Russia. 4) The graduates from preliminary course may begin classes in-time (from next September) as they already have the necessary educational documents and issued visa to Russia. They already understand what does it mean the education in Russian university, and are perfectly oriented in the university. 5) We often meet the situation when foreign students poorly pass through the first exam session (in December-January). In this case they send down and return to the native land in January-February. If they wish to try the acceptation secondly, then it is much better for them to transfer in February to this preliminary course (if they speak English) after the non-successful exams and to prepare without problems to the future classes. In this situation they save money for international transport, for getting new visa etc. Our experience shows that bad results in the first exams relate to bad successes in mathematics, physics and informatics. Exactly these subjects are studied at preliminary course. Information from International Division MPEI International Division informs that in accordance with the plan of activity from 25th to 31st of May, 2009 the immediate meeting with our foreign alumni will be held in our university. The MPEI alumni from the different countries are invited to this meeting. The traditional acquaintance with MPEI leaders is planned at this meeting together with the visits to different departments (on participants’ will) and meeting with the MPEI professors and researchers. Vice-Rector on international relations will inform the participants about the new international programs. Our University as usually will cover the expenses on fees of an official invitation, visa support, a pickup service at arrival and departure. The participants should cover the expenses on international transport, accommodation and meals. The accommodation in MPEI hostel for invited professors in possible (on favorable terms) or in Moscow Hotels on the basis of acting prices. MPEI alumni willing to participate in this meeting should fill in the application form and send to us (before April 2nd) the necessary documents for official invitations. Information from International Division At this November there was the official meeting of MPEI (TU) Rector Professor Sergey V. Serebriannikov with the member of the Scientific Council of the European Energy Institute (EEI) Professor Dr. Franz Jurgen Sacker (Germany). The negotiations at this meeting are the continuation of the MPEI contacts with EEI. The solemn ceremony of EEI establishment was held in Berlin (Germany) at November 5th. Rector S.V. Serebriannikov made a speech at establishment as Russia official representative with the support of IEE project. There was elected the Scientific Council of EEI in which Professors Serebriannikov and F.J. Sacker were included. Professor F.J. Sacker had visited our university for first acquaintance with MPEI (TU) and for discussion of specific problems concerned to EEI project. There were discussed the possible offers for MPEI (TU) participation in research direction formation as well as the academic specialties of EEI.
