The delegation from MPEI headed by its Rector visited Universities and organizations of Vietnam

From the 1st of July to the 7th of July, 2019 the delegation from National Research University "Moscow Power Engineering Institute" headed by its Rector Nikolay D. Rogalev took part in the development of the project of the Russian-Vietnamese power engineering Center of strategic partnership and discussion of issues concerning implementation of joint educational programs together with a number of universities of Vietnam. Vice Rector on international relations Alexander Y. Tarasov was a part of the delegation as well. Professor from the Dept. of General Physics and Nuclear Fusion Nguyen Kuok Shi coordinated visit arrangements.

MPEI is one of the leading Russian universities that has been training highly qualified personnel for the most important industries of Vietnam since 1953. MPEI graduates successfully work for the benefit of Vietnam. MPEI is proud of the fact that in 1954 it was honored to entertain the President Ho Chi Minh.

Over the years MPEI trained over 500 bachelors, masters and specialists, 120 candidates of sciences and 9 doctors of science for Vietnam. More than 150 Vietnamese specialists undertook an internship at MPEI. Performance of our university was highly appreciated by the Socialist Republic of Vietnam: MPEI was awarded with "Order of Friendship" in 1978 and Order of Labour of the First Degree – it was the highest SRV award for the foreign organizations in 2015. In 2015 four MPEI employees were awarded with SRV Order of Friendship. Over 80 Vietnamese students and Ph.D.-students are currently trained at MPEI.

In the first days of the delegation visit to Vietnam there took place a meeting with VNU President, professor Nguyen Kim Son and the university management. Vice Rector of VNU International school Nguyen Quang Thuan told about implementation of the joint network educational program "Informatics and Computer Facilities" in English.

There were discussed issues of extension of scientific and educational cooperation. VNU President professor Nguyen Kim Son proposed to consider a question concerning multiplication of joint educational programs and double diploma programs. Joint programs in the field of power engineering in the bachelor degree and in the Master’s Degree course are of special interest. The Vietnamese party proposed to negotiate an issue about the quota in implementation of these programs. MPEI Rector Nikolay D. Rogalev noted the necessity to organize scientific groups and joint scientific publications and he proposed to continue work on creation of the Russian-Vietnamese consortium of the universities on development of digital power engineering and the industry. The parties agreed to get to work on implementation of the joint network educational program in the field of renewable power generation in the coming days.

In 2017 there took place the first intake of the Vietnamese students at the preparatory division of this program. This year 37 students complete the course of studies in the freshman year. On the 1st of October, 2018 there began training of students under this program. In 2019 there is planned to arrange the third intake of students to study under this program.

MPEI Rector invited VNU President to the anniversary celebration of our university in 2020. Following the results of the meeting, Vice Rector on international relations Alexander Tarasov and VNU Vice President Pham Bao Son signed the memorandum.

There took place a meeting with the management of VinIT Institute of Technology. VinIT is a multidisciplinary institute of research and development that is technologically caused by the industry of Vietnam, cooperating with more than 30 research institutes, Universities and High-tech parks of Vietnam, Russia, the USA, Japan, China, Singapore, Taiwan and South Korea. The parties discussed issues of scientific cooperation in various areas. Following the results of the meeting there was signed the agreement on strategic partnership.

On the 3rd of July MPEI delegation left for Ho Chi Minh City. There the MPEI delegation was entertained by Rector of Ho Chi Minh City University of Technology, Vietnam National University professor Mai Thanh Phong. The Vietnamese party is interested in development of joint educational programs and programs of scientific cooperation.

Vice Rector for research Le Minh Phuong, the graduate from Kharkiv polytechnic institute in the field of enterprise power supply, told that projects in the field of digital power engineering and IT security are of special interest for the university. The deputy dean of the Dept. of Electrical Engineering and Electronics, associate professor Phan Quoc Dung is interested in cooperation development as well. In the Soviet period he graduated from Donetsk polytechnic institute and he passed Ph.D. defense at Kyiv polytechnic institute. A professor, who graduated from MPEI gives lessons at the Department. The subject concerning power electronics is of special interest. The deputy dean of the Dept. of Materials Science and Engineering Nguyen Khanh Son expressed his interest in enhancing cooperation. The dean of the Dept. of Informatics and Computer Facilities expressed his interest in joint research in the field of artificial intelligence.

MPEI Rector Nikolay D. Rogalev proposed to select departments and research associates at the universities who have common interests and to coordinate a visit of the representatives from Vietnamese university to MPEI to thrash over the cooperation. Top-priority tasks are: implementation of joint programs in Master’s Degree course, training of the Vietnamese Ph.D.-students and scientific internship at MPEI, and joint publications. Following the results of the meeting there was signed the Memorandum of cooperation.

MPEI delegation visited the Institute for Nanotechnology, Vietnam National University, Ho Chi Minh City. There is first-rate equipment at the institute. There are carried out research and training of masters of Vietnam National University, Ho Chi Minh City in the field of Nanotechnology. Director of the Institute Dang Mau Chien received degree at Minsk polytechnic institute. There are many scientific areas of education at the Institute, including renewables, water purging, etc. Director of the Institute invited MPEI research associates and Ph.D.-students to take part in the School of sciences on nanomaterials that will take place this October. Following the results of the School there is planned the publication of writings.

There took place a visit to the Ho Chi Minh City University of Technology (HUTECH) that is headed by MPEI graduate DScTech, professor Ho Dac Loc. HUTECH is a dynamically developing private university where there are trained over 30 thousand students. The university actively participates in training of specialists in the field of power engineering. Training of MPEI Ph.D.-students is of special interest for the university. Following the results of the meeting there was signed the Memorandum of cooperation.

At the Institute of Oriental studies there took place a meeting with a number of the Vietnamese universities interested in cooperation with MPEI.

President of the Institute professor Trinh Quang Phu, Vice President Dinh Minh Dao, President of the Vietnam association of the universities and colleges (that consolidates over 400 Universities and post-secondary institutions of Vietnam), the former Minister of Education and Training of Specialists professor Tran Hong Quan, President of Ton Duc University, professor Le Vinh Danh and representatives of other universities participated in the meeting.

Director of the institute professor Trinh Quang Phu emphasized the importance of deepening of bilateral cooperation between our countries in the training of specialists, especially in the field of power engineering. He noted that MPEI graduates made the significant contribution to the development of Vietnam in many areas.

Following the results of the meeting there was made a decision on extension of deeper cooperation between MPEI and the Vietnamese universities.

In the evening on the 4th of July Rector met up with the MPEI graduates. The attendees expressed their gratitude to the home university where training gave them the chance successfully to work in various fields of the national economy of Vietnam.

On the 5th of July MPEI delegation returned to Hanoi. That very day there took place a meeting with Minister of Education and Training of Specialists of Vietnam, the Honorary Doctor of MPEI professor Phung Xuan Nha. During the meeting there took place a discussion concerning development of the universities at the present stage. Professor Phung Xuan Nha and MPEI Rector Nikolay D. Rogalev agreed that a priority of any university development is training of highly qualified personnel for national economy. Considering the special relationship between our countries, joint training has to be not only extended, but also it should break new ground. Nikolay D. Rogalev proposed to intensify our bilateral scientific and educational cooperation, to start work on foundation of the Russian-Vietnamese consortium of the universities on development of digital power engineering and the industry. The quota usage at implementation of these programs could serve as the basis of development of joint educational programs within consortium. Besides, National Research University "Moscow Power Engineering Institute" Rector Nikolay D. Rogalev noted the necessity of financing for internship of young researchers within the project of scientific groups foundation from the universities of two countries. Professor Phung Xuan Nha supported this proposal. There was made a decision to put the proposal about the Consortium foundation out for the intergovernmental commission.

On the 6th of July there took place a meeting with MPEI graduates in Hanoi. They expressed confidence that high standards of training of students and Ph.D.-students will remain a priority of the home university in the years ahead. A number of heads of scientific institutes and companies were interested in deepening of cooperation with MPEI in training of specialists. VINATOM President Tran Chi Thanh expressed his interest in realization of joint personnel training for the program of modernization and construction of thermal power plant in Vietnam.
