Events of Russian-Kyrgyz Consortium of Technical Universities-2019

Russian-Kyrgyz Consortium of Technical Universities has been created on the base the 14th and 15th sessions of Interstate Russian-Kyrgyz commission of Trade-Economic, Science-Technics and Humanities cooperation. Concept of creation and development of the Russian-Kyrgyz Consortium of Technical Universities that was organized by MPEI on the demand of Department of International Cooperation of Ministry of Education in Russia, was supported at the 4th session of Ministers of Education of countries-members of SOC that took place on the 11th October 2012 at Bishkek. There, the Protocol between the Ministries of Education and Science of Russia and Kyrgyzstan confirming the agreement of the Russian-Kyrgyz Consortium of Technical Universities to be created. The Consortium itself was an institution opened in September 2013 as a voluntary Union of Universities of Russia and Kyrgyzstan that had ratified the agreement of establishing the Consortium. Later, some other Institutes who shared the goals of supporting and development of mutual network educational programs, took part in the Consortium. At present, the Consortium includes 30 Russian and 8 Kyrgyz Universities that develop bilateral common educational programs.

From September 17 to September 21, 2019, traditional events of the Russian-Kyrgyz Consortium of Technical Universities were held in Kyrgyzstan.

The V international science-technical network conference, “Integrational processes in scientific-technical and educational space”, was held in spring 2019. Sessions of sections were conducted using online technologies that helped gathering scientists from different Universities and time zones. On the 18th September at Kyrgyz State technical university named Ishak Razzakov, the actual plenary session took its place. The speakers from all nine sections attended it, and the conclusions of section work were made, as well as the conference’s final resolution. It specially declared that it is recommended to use online technologies for plenary sessions in order to broaden the range of representatives from different Universities.

On September 19-20, 2019, the seventh General Meeting of the Consortium partner universities was held. The general meeting was attended by representatives of 17 universities of Russia and Kyrgyzstan.

The report of the Consortium secretariat noted that in the past 2018/19, 298 students of joint educational programs of the Consortium in 18 areas of training were enrolled in universities of Kyrgyzstan. Of these, 40 people studied at the Kyrgyz State University of Construction, Transport and Architecture named Nasirdin Isanov, the rest - at the Kyrgyz State Technical University named Ishak Razzakov. Joint programs are being implemented in 10 Russian universities. In senior undergraduate years at Russian universities, there were near 75 students who studied on joint Bachelor programs. Another 27 students studied on joint Master programs.

In June 2019, 25 students from partner programs completed the education, among them 20 received two diplomas – Russian and Kyrgyz of partner Universities. Receiving Double-Degree is a conclusion of the mutual program of KSTU and MPEI, Baltic state technical University “WarMech” named Dmitry Ustinov and Kazan State Power Engineering University. Among the Bachelor program graduates of 2019, 68% students continued their education on a Master program of Russian (60%) or Kyrgyz (8%), 32% graduates are employed, including 28% in their educational direction. Among the Master graduates, no one has been left unemployed.

In 2019/20 academic year, 26 Kyrgyz students of mutual Bachelor programs continued their education in Russian partner universities. Among them, the common budget financement of MPEI and KSTU (quota) was granted to eight of them, the others managed to pass the state examination. Eleven Master students had received the quota among 14 enrollees.

The draft of consolidated application of partner universities of the RKCTU for the allocation of targeted quotas in 2020 contains proposals for sending 96 students studying in 11 fields of study to Russian universities. Of these, 58 undergraduate students, 26 master's degree students and 1 Ph.D. student were recommended to study in Russia. It is also planned to send 6 teachers of Kyrgyz universities to programs of additional professional education in order to improve their skills. The Consortium Secretariat will continue to work with the national education authorities of Russia and Kyrgyzstan to clarify the need to allocate targeted quotas of the RKCTU in 2019 in accordance with the decisions of the Intergovernmental Kyrgyz-Russian Commission on Trade, Economic, Scientific, Technical and Humanitarian Cooperation.

During 2018-2019, the Consortium Secretariat received nine applications from Russian universities wishing to join the Consortium in order to develop joint educational programs with Kyrgyz universities. At the general meeting, presentations of universities were heard. As a result, of the discussion and open vote, 7 new universities had been accepted into the Russian-Kyrgyz consortium of technical universities.

  • Kuban State Technological University (KubSTU), Russia;
  • Kuzbass State Technical University named after T.F. Gorbachev (KuzGTU), Russia;
  • Novosibirsk State Technical University (NSTU), Russia;
  • Perm National Research Polytechnic University (PNIPU), Russia;
  • Saratov State Technical University named after Yuri Gagarin (SSTU), Russia;
  • Siberian State Automobile and Highway University (SibADI), Russia;
  • Southern Federal University (SFU), Russia.

Apart from discussion of current problems of the Consortium on the general reunion the set of documents of starting new mutual educational programs had been accepted. The protocols of admission for 2019 academic year of the students to mutual educational programs have been verified. The work-plan for consortium for 2019/20 and result protocol of the General Reunion have been confirmed.​​​​​​
