MPEI at the meeting of the Commission on Economic Issues

On October 18, 2023 MPEI took part in the meeting of the Commission on Economic Issues of the CIS Executive Committee.

The Commission members considered the draft Concept of Cooperation of the CIS Member States in the Energy Sector until 2035 and the Plan of Priority Measures for its implementation. The documents reflect the main directions and mechanisms of interaction in the CIS in the energy sector and are aimed at maximizing assistance to the socio-economic development and strengthening the positions of the CIS member states in the global energy market.

Turatbek Duishenaliev, Professor of the Robotics, Mechatronics, Dynamics and Strength of Machines MPEI Department, took part in the event.

In his speech Turatbek Duishenaliev presented the draft concept of energy cooperation of the CIS member states up to 2035 which was prepared by the CIS Executive Committee together with the base organization of the CIS Member States for training, professional retraining and advanced training in the field of electric power, MPEI.

"To develop a comprehensive, systemic response to new challenges in the energy sector which would set a new vector of development taking into account modern opportunities is possible through the development of a single conceptual document of the CIS member states regulating this area – Turatbek Duishenaliev said.

The proposed concept and plan provides for the energy sector development of the CIS member states both in terms of priority areas of cooperation of the fuel and energy complex (FEC) as a whole and in terms of individual sectors of the FEC: electric power industry, oil and gas complex, coal industry, energy efficiency and energy saving, renewable energy sources, hydrogen energy, breakthrough technologies.

The draft concepts and plans proposed by the Commission Members include the global modern trends in the industry: energy transition which implies an increase in the share of low-carbon energy, global transformation of energy systems taking into account the development and application of energy-efficient solutions, innovative technologies and digital transformation.

Within the framework of the meeting, the Commission members were informed about the implementation of the Set of Measures for the Development of Power Engineering of the CIS Member States. The analysis of the above information shows that most of the set goals have been achieved, including the competitiveness increase of the CIS member states' products. Some comprehensive programs have been adopted and implemented to modernize power equipment and infrastructure, improve energy efficiency of technological processes. Exchange of knowledge and experience in the field of the best solutions, practices and developments is carried out. To expand production cooperation trends are outlined.

The next Commission meeting is scheduled for November 15, 2023.

The Executive Committee of the Commonwealth of Independent States is a single permanent executive, administrative and coordinating body of the Commonwealth of Independent States, providing organization of the work of the Council of Heads of State, the Council of Heads of Government, the Council of Foreign Ministers, the Economic Council and other bodies of the Commonwealth.

Interaction between the CIS member states in the energy sector was carried out within the framework of the Concept of cooperation between the CIS member states in the energy sector and the Plan of priority measures for its implementation, approved by the decisions of the CIS Council of Heads of Government of November 20, 2009 and May 21, 2010, respectively.

The implementation of the Plan was completed in 2020. At the same time, the analysis of the information provided revealed that the current Concept and Plan do not take into account the current realities and do not address the emerging new challenges in this area.

During the meetings of the CIS Council of Heads of Government on October 25, 2019 and November 6, 2020, the heads of delegations made proposals to strengthen cooperation of the CIS member states in the field of energy, including in the field of renewable energy sources, to intensify the CIS member states cooperation in this direction.

In accordance with the Protocol Decision of the CIS Economic Council of June 10, 2022 on the current economic situation in the CIS member states and possible joint measures to respond to emerging problems, it is envisaged to develop a Concept of Cooperation of the CIS member states in the energy sector for the period up to 2035.
